SUBJECT: General Information
1. The multi-jurisdictional Kern County Hazard Mitigation Plan recently received final
approval from the Federal Emergency Management Agency (FEMA). FEMA's
approval of the Plan culminates a three-year effort in which 66 local government
entities, including the City of Bakersfield, participated.
FEMA certified that all jurisdictions complied with the Plan requirements outlined in
the Disaster Mitigation Act of 2000. FEMA commended all participants for the
planning process, community participation efforts, and the clear direction that the
Plan gives for long-term planning to reduce the impacts of future disasters.
Our participation in the approved Plan allows us to continue applying for certain
grants through FEMA, including the Pre-Disaster Mitigation, Hazard Mitigation
Grant, and/or Flood Mitigation Assistance Programs. Although funding through
these and other FEMA grant programs is not automatic, we are guaranteed the
opportunity to apply through these programs to fund the mitigation project
proposals we included in the Plan.
The Plan is valid for five years from the March 6, 2006 conditional approval date. It
is available to review on the Kern County Fire Department website at
http://www.co.kern.ca.us/fire/hazmit/hazmifframe.htm.
2. The enclosed Notice of Public Hearing for the final EIR on the Westside Parkway
was mailed earlier this week. It will be on your meeting agenda for December 13th
There has been minimal public comment during the previous hearings on this
issue.
3. Next week, representatives from the General Services Administration will visit here
regarding the courthouse, as will representatives from Shafter, regarding water.
We will keep you apprised of new information on both subjects!

4. The State bond issue passage may make it possible to accelerate the Westside
Parkway, as more State Transportation Improvement (STIP) funds will be
available. There are many steps and at least a year in process, but we will
certainly explore it!
5. The arena experienced some long lines and delayed events this past weekend. I
am confident that SMG will promptly correct those problems!
6. The Streets Division work schedule for the week of December 4th is enclosed.
7. Responses to Council requests are enclosed, as follows:

1. Project Title: Westside Parkway and Amendment to Specific Plan Line (03-1163)
2. Project Location: The proposed project is located between Heath Road and State Route 99 (SR99) in
the City of Bakersfield and unincorporated Kern County. The alignment generally is north of and parallels
Stockdale Highway, the Cross Valley Canal and the Kern River.
3. Project Description: The proposed project is to construct a new east-west freeway extending from
Heath Road to a location near SR99, a distance of approximately 8.1 miles in the City of Bakersfield and
unincorporated Kern County and to amend an adopted Specific Plan Line for the facility. The project includes
the extension of Mohawk Street south from Rosedale Highway, across the Kern River to Truxtun Avenue.
Interchanges are proposed at Allen Road, Calloway Drive, Coffee Road and Mohawk Street. Two options are
being considered for the eastern terminus of the project; the Truxtun Option which connects directly into Truxtun
Avenue west of SR99 and the Oak Option which connects to Oak Street east of SR99. Sufficient right of way is
being acquired for the Westside Parkway to accommodate an ultimate eight-lane facility; however, at this time
traffic projections warrant four lanes from Heath Road to Allen Road, six lanes from Allen Road to Coffee Road,
eight lanes from Coffee Road to Mohawk Street and six lanes from Mohawk Street to the eastern terminus.
Construction of the Westside Parkway is in accordance with the Specific Plan Line with minor adjustments. The
project requires an amendment to the Specific Plan Line adopted previously for the project known as the Kern
River Freeway, which this project replaces.

SUBJECT: 245 N STREET ALLEY PAVING

COUNCILMEMBER CARSON REQUESTED STAFF INVESTIGATE THE POSSIBILITY
OF PAVING THE ALLEY AT 245 N STREET, AND REMOVE THE FENCE AT THIS
LOCATION.
Staff will contact and work with Code Enforcement staff in removing the fence, concrete
driveway, and lawn that has been placed in the alley entrance.
Once everything is removed from the alley entrance, Streets Division staff will start
grading the alley in preparation for resurfacing. Asphalt grindings will be used to put a
base lift on the alley. Weather permitting; this work will be scheduled to start in mid
December, 2006. The final resurfacing of the alley will be done in the spring of 2007.

MPLAINT REGARDING THE GUTTERS AND MUD AT 2200 A STREET.

Rose Munoz (325-9553)
Mr. Peralez, Street Superintendent, met on 11-22-06 with Mrs. Munoz at 2200 "A"
Street. He explained to Mrs. Munoz that the area is very flat and when concrete gutters
are installed in this neighborhood, not much drainage fall can be obtained in the flow-
line. However, Mr. Peralez assured her that he would review the area again and would
contact her at a later date. At that time, he will let her know if replacing the alley cross-
gutter will improve drainage in front of her property.
Mrs. Munoz was also informed that if the alley cross-gutter has to be replaced it would
not be till February, 2007.

The Solid Waste Division loans out temporary folding trash and recycling containers to
organizers of public events of all types to help them properly manage their waste. All
future parade organizers will be encouraged to use them.

RESURFACING EDMONTON STREET.
Streets Division staff is currently preparing streets for reconstruction in the
neighborhood where Edmonton Street is Located, between Planz Road and Wilson
Road, east of Stine Road. The final asphalt concrete surface will be placed on
Edmonton Street and the other streets in this area in early spring of 2007.
