Zz r December 29, 2006 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information 1. We say "farewell and thanks" to long time secretary, Jean Parks, as she retires today, December 29`h, after 21+ years of dedicated service in the City Manager's Office. We greatly appreciate all the dedication and attention to detail that Jean put into her responsibilities. We wish her all the best! 2. Sales tax receipts for the second quarter of FY 2006-07 are up 2.69% over the same period from one year ago. Fiscal year to date, the number is cumulatively up 4.38%. While that is within budget projections, it is far off the growth levels we have seen for the last couple of years. If the trends continue, it will mean that next fiscal year will be okay, but we will not have the level of capital outlays from one- time revenues or the potential levels of staff additions we saw for the current fiscal year. Building permit issuance and land use change activities are slowing down. The general economy of the City is healthy, however. 3. The Police Department received word that, upon his passing, local businessman Jim Saba generously bequeathed $250,000 to the Police Activities League. A news release was coordinated by the Superintendent of Schools this past Tuesday. 4. Good news! Several events have already been booked at the Bright House Networks Amphitheater for 2007, with potential for even more. A memo on that subject is in your packet. We are closing escrow on the Borton, Petrini and Conron building today. Therefore, we become the landlord, rather than the tenant. The first visual change that will occur will be January 15`h. Parsons and TRIP will switch places with EDCD and Fire Suppression Services, who are currently located at 900 Truxtun. It will then be spring 2007, at the earliest, when we will get additional space in the building, and even that will depend on a tenant's decision on relocation. 6. The Golden Empire Chapter of the American Institute of Architects will be acknowledging two City of Bakersfield facilities, as well as the Convention and Visitor's Bureau building (our contract service provider) during their annual design awards banquet on January 11th. Entries from Rossetti & Associates for the Ice Sports Center and McMurtrey Aquatics Center, and from Ordiz/Melby Architects for the Bakersfield Convention & Visitor's Bureau, are among the design award entries. 7. The Streets Division work schedule for the week of January 2nd is attached. Currently there are quite a few locally sponsored events on the calendar, and we receive numerous inquiries weekly about local groups interested in holding events at the venue. We also have approximately 3-4 concert/event promoters interested in producing events at the venue. We are currently working with one Northern California company that already has three events on hold, and is looking to build a 4-5 show season. Listed below, please find the current bookings for the coming year at the Brighthouse Networks Amphitheater (BHNA). Miscellaneous Streets Division projects: Continue installing curb & gutter in the area between California Avenue & Chester Lane, east of Oak Street. Continue installing curb & gutters in the southeast redevelopment area between Union Avenue & "P" Street, California Avenue to 4th Street. Cleaning the Westpark Freeway area. Accomplish groundwork task prior to installing median islands on Calloway Drive between Rosedale Highway and Meacham Road. Crack sealing on Truxtun Avenue from Union Avenue to Beale Avenue.
