HomeMy WebLinkAboutRES NO 68-84RESOLUTION NO. 68-84 A RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD ADOPTING REDEVELOPSlENT ELEMENT OF THE BAKERSFIELD AREA METROPOLITAN GENERAL PLAi~ AND ENVIROnmENTAL IMPACT REPORT THEREFOR. WHEREAS, the City Council of the City of Bakersfield and the Redevelopment Agency of the City of Bakersfield directed staff of the Economic Development Division to prepare a Redevelopment Element for adoption as a part of the Bakersfield Metropolitan Area General Plan; and WHEREAS, Section 65303(i) of the Government Code provides that the General Plan may include a Redevelopment Element; and WHEREAS, such plan was prepared by staff, involving the public through numerous workshops and presentations and in con- sultation with other interested public and private organizations; and WHEREAS, said workshops soliciting public participation were conducted on September 20, 1982, October 4, 1982, October 14, 1982, October 28, 1982, Nov~er 9, 1982, November 16, 1982, May 22, 1984, and June 5, 1984. WHEREAS, an Initial Study and Notice of Preparation of an Environmental Impact Report (EIR) were distributed to local agencies and the State Clearinghouse on June 7, 1983; and WHEREAS, a Draft EIR having been prepared, Notice of Public Review was posted, sent and published May 30, 1984; and WHEREAS, Notice of Public Hearing was duly posted and published on May 30, 1984; and WHEE.EAS, the Planning Commission conducted a duly noticed public hearing to consider the Redevelopment Element and its EIR on June 21, 1984, continued to July 19, 1984, in the City Council Chambers of City Hall at 1501Truxtun Avenue, Bakersfield, California; and WHEREAS, the Commission considered testimony for and against adoption of the Redevelopment Element; and WHEREAS, the Commission considered the Draft EIR, comments and responses to comments; and W!4EREAS, the Final EIR was found and certified by the Planning Commission to be complete, in compliance with CEQA and City Council Resolution 132-83; and WHEREAS, the Planning Commission at the close of the aforesaid hearing recommended to this Council certification and adoption of said Final EIR and adoption of the proposed Redevelopment Element; and WHEREAS, the Council of the City of Bakersfield, in accordance with the provisions of Section 65355 of the Government Code, conducted a public hearing on August 15, 1984, on the proposed Redevelopment Element, notice of time and place of hearing having been given at least ten (10) the Bakersfield Californian, and calendar days before the hearing in a newspaper of general circulation; WHEREAS, the Redevelopment Element contains plans and policies for that certain area described in the element with respect to urban design, land use, circulation, parking and public transit, commercial revitalization, housing, historic preservation and specific plans, and constitutes an amendment to the Land Use, Circulation, and Housing Elements of that General Plan; and WHEREAS, the Redevelopment Element will serve to bridge the gap between the City's General Plan and the Redevelopment Agency's efforts to revitalize downtown. NOW, THEREFORE, BE IT RESOLVED THAT: The Final "Environmental Impact Report for the City of Bakersfield General Plan Redevelopment Element", consisting of the Draft EIR, the Responses to Comments, and this resolutio~ has been completed in compliance with the California Environmental Quality Act, the State EIR Guidelines, and City of Bakersfield Resolution No. 132-83. Said Final EIR is an accurate and objective discussion of the proposed project and adequately discusses and describes the environmental con- siderations and mitigation measures. That various alternatives of the project, including the "no project" alternatives, been considered in the Final EIR. have o That in consideration of the above findings, the City Council certifies the Final EIR as complete and adopts the same. -2- "The Redevelopment Element" (with portions constituting amendments to the Land Use, Circulation and Housing Elements) is here- by adopted as an element of the "Bakersfield Metropolitan Area General Plan."
