RESOLUTION OF APPLICATION OF THE COUNCIL OF
THE CITY OF BAKERSFIELD PROPOSING PROCEEDINGS
FOR ANNEXATION OF TERRITORY TO THE CITY OF
BAKERSFIELD IDENTIFIED AS ANNEXATION NO. 294
(PANAMA NO. 4).
WHEREAS, the City of Bakersfield desires to propose a
change of organization, to wit, the annexation to the City of
Bakersfield of the hereinafter-described territory, pursuant to
Section 35140 of the Government Code of the State of California.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield that it hereby finds and determines as follows:
1. That the City of Bakersfield hereby proposes the
annexation to the City of Bakersfield of the territory described
in Exhibit "A", attached hereto and made a part of this resolution
as though fully set forth herein.
2. That a map of the territory proposed to be so
annexed, marked Exhibit "B", is attached hereto and made a part
of this Resolution as though fully set forth herein.
3. That a Plan for providing services within the
affected territory of the proposed annexation, in accordance with
the provisions of Section 35102 of the Government Code, is marked
as Exhibit "C", attached hereto and made a part hereof as though
fully set forth herein.
4. That this proposal for change of organization, to
wit, annexation, is made pursuant to the Municipal Organization
Act of 1977 (Part 2 of Division 2 of Title 4 of the Government
Code of the State of California, commencing with Section 35000
thereof), and it is requested that proceedings be authorized for
annexation in accordance therewith.
5. That the reasons for the proposed change of organiza-
tion are that the owners of the affected territory desire to
receive municipal services from the City of Bakersfield, and the
City desires to receive tax revenues for benefits given and to be
given to the territory proposed to be annexed.
6. That zoning upon annexation of Panama No. 4 shall
be considered in separate proceedings, including analysis of
environmental impacts, and that the environmental impacts of the
annexation will be evalusted by the Local Agency Formation Commission
of Kern County, as lead agency, during its proceedings.
7. That the names of the officers of the City of
Bakersfield who are to be furnished with copies of the Executive
Officer's Report and who are to

Adequate capacity exists within the Panama
Lane sewer trunk line to serve the annexation
area.
III.
What effects~ if any, would annexation of this territory have on existing level
of city services (i.e., need for additional emergency sex-vice personnel or con-
struction of new facilities, etc.)? The annexation of this territory would not
affect the near term level or capacity of the city to provide needed services.
Full buil~out may eventually require 3.5 police officers be added to existinq
numbers to maintain existin§ city service levels.
IV.
Mould city require any upgrading or change in facilities to serve affected terri-
tory (roads, fire hydrants, mains, etc.)? If so, would city o__r residents be
responsible for financing? As development occurs, the developer provides and
pays for major facilities and dedicates them to the city (see Plannin9 Commission
Resolution No. 66-84 for detail of conditions recommended).

Agricultural), with respective lot sizes of 20 acres and 2-1/2

on property, etc.) The Bakersfield Metropolitan Area General PlAn d~i~na~

Genera] Plan. Proposed zonin~ is in accordance with General Plan Residenti.al
densities and the enforceable restriction on use contained ih the Land Conservation
Act contract on 36 acres. Proposed zonine would be for an MH (Mobilehome) Zone~
17.2+- acres and R-1 (One Family Dwellinq) Zone, 96+- acres and A-20 A for __-

List city services that area will directly or indirectly benefit from such
decrease in fire insurance rate, shorter emergency response timer use of com-
mtmity facilities, etc. City police should be able to respond in amnro

Current .police standard is 1.65 sworn officers PQr 1.00~ population ~Jm~J'to
County Standard of 1.15. The fire insurance rating within the City is class
compared to the County rating between classes 5 throuqh 8. This would result
in a savings in the individual property owner fire insurance rate.
VIII.
Please provide the following information relative to city and county taxes:
List existing tax rate(s) in area. The 1984-85 tax rate for the area (Tax Area
Code 106-001) equals 0.989007 percent of assessed market value. This reproq~nt~
the total property tax rate. When annexed approximately 30 percent of the total
property tax of the area will accrue to the city~ and the remaininq to the
county for providing health care and social services.
