HomeMy WebLinkAboutAD 05-1 T6406 Estimate Update Thomas Trammell -AD 05-1; Estimate of Remaining Assessment District Funds for TR 6406 Marian, Per your request, here is an estimate of the AD 05-1 funds still available for completing the improvements surrounding TR 6406 (D.R. Horton). For now, this estimate is not in an exhibit/table format, since some of the payments to MVB have not been finalized and there are other issues to be resolved (some with Van Roberts some regarding estimates, as described below). = Payment requests that have been completed (reviewed and paid): 1. MVB Draw #1, Payment #2: Canteria Drive -does not affect TR 6406. 2. MVB Draw #1, Payment #1: Panorama Drive: everything has been completed and paid, except the block wall on both sides of the street (the entire length, between Vineland Road and Masterson Street). Total reserved for this block wall is $1,111,651.20 ($1,010,592.00 + 10% contingency). In addition to this amount, there is $156,046.25 in the Panorama Drive fund from the savings on other completed items or from the items that will not be done. This amount can be used to cover any possible overruns in the total cost of the block wall. A portion of the block wall amount is for TR 6406 and a portion is for the K. Hov tracts. Note: the estimate for the block wall was put in a single line item (the entire length of the street, on both sides; 87,120SF at $11.60/SF), so a breakdown between TR 6406 and the two K. Hov tracts (TR 6444 and TR 6498) needs to be completed before a certain dollar amount is allocated to TR 6406 only. 3. MVB Draw #1, Payment #3: City Hills Drive -east portion (Canteria Drive to Panorama Drive): everything has been completed and paid, except for the following 3 items: Meandering Sidewalk ($128,120.00 +10 % contingency), Handicap Ramps ($10,000.00 + 10% contingency), and Traffic Signal at City Hills Drive ($130,000.00 + 10% contingency), for a total of $294,932.00. A portion of this total is for TR 6406, a portion is for the K. Hov tract (TR 6498), and a portion is for the MVB tract (TR 6452), as follows: the sidewalk and handicap ramps estimate is for both sides of the street (TR 6406 on the north/northwest/west, and TR 6498, TR 6452, and the park on the south/southeast/east), and the traffic signal is "shared" by 3 tracts (TR 6406, K. Hov TR 6498, and K. Hov TR 6444 located on the north side of Panorama Drive). So, a breakdown needs to be done showing how much of each of the 3 items "belongs" to each tract. 4. MVB Draw #1, Payment #4: City Hills Drive -west portion (Vineland Road to Canteria Drive): everything has been completed and paid except for the following 3 items" Meandering Sidewalk ($52,000.00 + 10% contingency), Handicap Ramps ($4,000.00 + 10% contingency), and Traffic Signal at City Hills Drive and Vineland Road ($130,000.00 +10% contingency), for a total of $204,600.00. So, a breakdwon needs to be done showing how much of each of the 3 items "belongs" to each tract/property. = Payment requests that have been reviewed (in June 2008) but not paid: 5. MVB Draw #2, Payment #5: Paladino Drive (does not affect TR 6406, but will affect K. Hov deal) 6. MVB Draw #3, Payment #6: Vineland Road -north, between Panorama Drive and Paladino Drive (might affect TR 6406 (see the note below), but will affect K. Hov deal; Note: $120,000.00 +10% contingency was reserved for the traffic signal at Vineland Road and Panorama Drive; so depending who does this signal, a portion of its cost might be attributed to TR 6406, but in the estimate it was shown with Vineland Road -north (between Panorama Drive and Paladino Drive). Again, a breakdown needs to be completed, attributing correct shares to each tract. = Payment requests that have been partially reviewed and not paid: The following items are contingent upon my comments/questions that have been addressed in my message to Van dated march 20, 2009, with no confirmation from him as of today. 7. MVB Draw #5: Vineland Road -south, between Panorama Drive and City Hills Drive, the following items have not been requested for payment by MVB: -Landscape Meter Pedestal: $1,100.00 + 10% contingency -Median Curb (per AD 05-1 estimate, not shown in the revised estimates for either north or south of City Hills Drive): $10,616.00 + 10% contingency -Sawcut: $2,151.00 +10% contingency -Pavement Removal: $430.00 + 10% contingency -Median Deposit: $72,520.00 + 10% contingency -Storm Drain (per AD 05-1 estimate, it appears that there was a change in design, so it is not shown in the revised estimates for either north or south of City Hills Drive): $31,060.00 + 10% contingency In addition to this, it appears that there will be around $62,000.00 in savings in the Incidental Costs (the difference between what was funded in AD 05-1 and what is shown in Van's submittal). Also, again based on Van's draft submittal, it appears that there will be around $6,000 in savings in Mobilization, and around $6,000 in Roadway Excavation. All three of these savings might be used to pay MVB for some of the huge overruns in paving/base/subgrade (or any other) in this section of the street, if it is confirmed that there will be no new/additional costs by D.R. Horton for any of those 3 items. I hope that this provides sufficient information (for now) so that you can move forward with your talks with D.R. Horton. As stated above, a final table/exhibit cannot be put together until some of the referenced cost break-downs are done and/or additional information is provided by Van Roberts.
