APPROVING MEMORANDUM OF
UNDERSTANDING FOR EMPLOYEES OF THE BLUE
AND WHITE COLLAR UNITS AND ADOPTING SALARY
SCHEDULE AND RELATED BENEFITS
WHEREAS, the Charter of the City of Bakersfield, Section 12,
authorizes the City Council to provide for salaries and related benefits for
officers and employees of the City; and
WHEREAS, Resolution No. 140-08 sets salaries and related
benefits for employees of the Blue and White Collar Units; and
WHEREAS, in compliance with the Meyers-Milias-Brown Act of the State of
California, the City has met and conferred in good faith with the Service Employees
International Union (S.E.I.U.), Local 521 which represents employees of the City's Blue
and White Collar Units; and
WHEREAS, the City's negotiator
open the current MOU and have reached
salary increase for said Units; and
and the S.E.I.U., Local 521 have agreed to
agreement to amend the December 21, 2009
WHEREAS, the Council has determined that the amended salary and related
proposals agreed upon by the City's negotiator and the S.E.I.U., Local 521 are
acceptable.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The attached Amended and Extended Memorandum of Understanding for the
Blue and White Collar Units is hereby approved, deferring the December 21,
2009 salary increase, redefining "bumping" procedures, and restricting
mandatory furloughs for employees in said Units as follows:
Extend contract to December 31, 2011 and grant a 2% increase
effective December 20, 2010 and a 2% increase effective
September 12, 2011
• "Bumping": Bumping will be allowed to other Departments in which
an employee has worked in the last five (5) years.
No Mandatorv Furlouahs durina term of the aareement unless by
mutual aareement. Voluntary furloughs may be utilized by the City
to avoid layoffs at the discretion of the City Manager.

AMMENDMENT #1
MEMORANDUM OF UNDERSTANDING
BETWEEN
THE CITY OF BAKERSFIELD AND
SERVICE EMPLOYEES INTERNATIONAL UNION, LOCAL 521
ARTICLE 3 - TERM OF AGREEMENT
The City and the Union agree that the term of this Agreement shall
commence on January 1, 2008, and expire at 12:00 midnight on December
31, 2011.
ARTICLE 15 - COMPENSATION
For all classifications covered under the terms of this Agreement and
for regular employees actively employed at the adoption of this MOU
by the City Council there will be a salary increase of three percent
(3%) paid retroactive to December 24, 2007. Effective July 7, 2008
salary ranges shall be increased by one percent (1%). Effective
December 22, 2008, salary ranges shall be increased by four percent
(4%).
Effective December 20, 2010 salary ranges shall increase by two
percent (2$) and effective September 12, 2011 salarv ranges
shall increase by two percent (2$.
ARTICLE 53 - Miscellaneous
1. "Bumping: Bumping will be allowed to other Departments in

Except as modified by this Amendment #1 Memorandum of Understanding
the Memorandum of Understanding between the City of Bakersfield and
the Service Employees International Union, Local 521 dated August 20,
2008 remains in full force and effect.
THIS AMMENDMENT #1 MEMORANDUM OF UNDERSTANDING is entered into and
signed this day of April 2009.
