A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD AUTHORIZING CITY MANAGER TO
MAKE APPLICATION FOR BLOCK GRANT UNDER
ROBERTI-Z'BERG OPEN SPACE AND RECREATION
PROGRAM.
WHEREAS, the City of Bakersfield has received notifica-
tion from the California Department of Parks and Recreation that
a block grant in the amount of SIX THOUSAND ONE HUNDRED AND
FORTY-TWO DOLLARS ($6,142.00) is available to the City under the
Roberti-Z'berg Open Space and Recreation Program; and
WHEREAS, such grant amount, together with local matching
funds in the amount of TWO THOUSAND AND FORTY-SEVEN DOLLARS
($2,047.00), is needed for and will be applied to lighting improve-
ments for energy conservation at various public parks; and
WHEREAS, a resolution from this Council authorizing an
application for the above-described block grant funds is required
for City participation in the program; and
WHEREAS, said applications contain a certification that
the applicant will comply with all federal, state, and local
environmental, public health, relocation, affirmative action, and
clearinghouse requirements and all other appropriate codes, laws
and regulations prior to the expenditure of the grant funds; and
WHEREAS, it has been determined that the project is a
categorical exemption from the provisions of the California
Environmental Quality Act since the replacement of visiting
lighting systems will involve negligible or no expansion of
capacity.
NOW, THEREFORE, BE IT RESOLVED by the Council of the
City of Bakersfield as follows:
The City Manager is hereby appointed as agent of the
City to conduct all negotiations, execute and submit all documents
including but not limited to applications, agreements, amendments,
payment requests, and so on which may be necessary for the completion
of the aforementioned project.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 21st day of December ,
1983, by the following vote:
