A RESOLUTION DETERMINING THAT
PROCESSING UNITS FOR SIGNAL-
CONTROLLED INTERSECTIONS CANNOT
BE REASONABLY OBTAINED THROUGH
THE USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR
TO DISPENSE WITH BIDDING THEREFOR,
AND PURCHASE SAID EQUIPMENT FROM
ECONOLITE CONTROLLED PRODUCTS,
INC., IN AN AMOUNT NOT TO EXCEED
$270,000.
WHEREAS, Econolite Traffic Signal Video Detection Systems are installed at
twenty-eight (28) signal-controlled intersections in the City of Bakersfield and work in
conjunction with Econolite traffic controllers in monitoring and controlling traffic flow; and
WHEREAS, the Traffic Signal Video Detection Systems are each comprised of a
processing unit, camera, and cabling; and
WHEREAS, Econolite Controlled Products, Inc. discontinued production of the
currently-used processing units in 2002 and is no longer supporting the software
component with upgrades and repairs; and
WHEREAS, the current Traffic Signal Video Detection Systems (Econolite
Autoscope Model 2004) processing units will have to be replaced over the next year
time period with a new upgraded model, the Econolite Autoscope Rack Vision Terra,
and
WHEREAS, replacement of the existing processing units with the Econolite
Autoscope Rack Vision Terra will enable the City to use the existing cameras and
cabling at the 28 signal-controlled intersections.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The above-referenced processing units can only be reasonably obtained
from one vendor (Econolite Controlled Products, Inc.) because of the need to
successfully integrate such equipment into the existing City system.

3. The Finance Director is authorized to dispense with bidding, in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for such equipment shall not exceed Two
Hundred Seventy Thousand Dollars ($270,000).

HEREBY CERTIFY that the foregoing Resolution was passed and adopted by
the Council of the City of Bakersfield at a regular meeting thereof held on APR 2 L2009 ,
