HomeMy WebLinkAboutRES NO 131-83RESOLUTION NO. ±3.i-63 RESOLUTION OF THE COUNCIL OF THE CITY OF BAKERSFIELD REQUESTING LONG-TERM FINANCING LEGISLATION. WHEREAS, local government financing has become a burgeoning problem in recent years; and WHEREAS, local governments need a stable revenue source to provide necessary and essential services for their residents; and WHEREAS, a comprehensive, long-term solution to local government financing must be devised; and WHEREAS, it is essential that State Legislators develop a permanent local government financing system. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows that the Council urges the California Legislators to: 1. Provide local government fiscal relief and establish a stable revenue source. 2. Repeal the AB 8 deflator and remove the subvention reduction formula from the statutes. 3. Exchange state subventions at the 1983-84 en- titlement level, before reductions, for an equivalent share of the state sales tax. 4. Give an additional share of sales tax to cities, based on population, while assuring that each city would receive at least as much as the city lost when subventions were trans- ferred to the state. 5. Maintain and protect local sales and property taxes and maintain the cities' ability to continue to levy local taxes. I HEREBY CERTIFY that the foregoing Resolution was passed and adopted by the Council of the City of Bakersfield at a regular meeting thereof held on the 30th day of November 1983, by the following vote.
