A RESOLUTION DETERMINING THAT A
KRIMESITE SCOPE CANNOT BE
REASONABLY OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR TO
DISPENSE WITH BIDDING THEREFORE, NOT
TO EXCEED TWENTY THOUSAND DOLLARS.
WHEREAS, the City desires to use the latest technology in latent print retrieval; and
WHEREAS, the Krimesite Scope is the latest technology in latent print retrieval as
it uses shortwave UV light to capture and locate latent prints; and
WHEREAS, the Krimesite Scope allows police personnel to locate and capture
latent evidence that through current methods is unattainable; and
WHEREAS, the Krimesite Scope allows City of Bakersfield crime lab technicians to
more quickly locate and process latent evidence at crime scenes as time spent dusting and
searching for latent prints will be eliminated or curtailed; and
WHEREAS, the Krimesite Scope from Sirche Corporation is the only company that
manufactures this technology.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The work, supplies, equipment or materials can only be reasonably obtained
from one vendor because of restricted availability of such work, supplies, equipment or
materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials shall
not exceed Twenty Thousand Dollars ($20,000.00).
