A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD SUPPORTING AMENDMENT OF
ARTICLE IV, SECTION 12(c) OF THE STATE
CONSTITUTION PROVIDING FOR THE ADOPTION OF
THE STATE BUDGET BY JUNE 15 OF EACH YEAR.
WHEREAS, the City of Bakersfield attempts to adopt
its budget before July 1 of each year; and
WHEREAS, the City's budget is dependent upon the amount
of funds to be received from the State; and
WHEREAS, the State often does not have its budget
finalized before July 1 of each year; and
WHEREAS, the failure of the State to finalize its budget
creates confusion and uncertainty among local governments.
NOW, THEREFORE, BE IT RESOLVED that the Council of the
City of Bakersfield supports the proposal of Assemblyman Larry
Stirling to amend Article IV, Section 12(c) of the State constitu-
tion which provides that the State legislature must finalize the
State budget before June 15 of each year.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 30th day of March, 1983, by
