A RESOLUTION OF THE COUNCIL OF THE CITY OF
BAKERSFIELD OPPOSING ASSEMBLY BILL NO. 187
(MANDATORY BINDING ARBITRATION).
WHEREAS, Assembly Bill No. 187 would diminish the
ability of cities to control wages, salaries, hours and other
terms and conditions of employment; and
WHEREAS, Assembly Bill No. 187 does not make any
substantial changes to existing law regarding strikes by peace
officers; and
WHEREAS, Assembly Bill No. 187 places in the hands of
a State arbitrator the ability to control local budgetary matters;
and
WHEREAS, Assembly Hill No. 187, which requires
acceptance without modification of either the employer's or
employee's last offer could create the potential for an unfair
result to either employer or employee.
NOW, THEREFORE, HE IT RESOLVED by the Council of the
City of Bakersfield that the City Council opposes the adoption
of Assembly Bill No. 187 and urges the State legislature to
defeat Assembly Hill No. 187.

I HEREBY CERTIFY that the foregoing Resolution was
passed and adopted by the Council of the City of Bakersfield at a
regular meeting thereof held on the 30th day of March, 1983, by
