A RESOLUTION DETERMINING THAT
CENTRAL CONTROLLERS FOR
IRRIGATION CONTROL CANNOT BE
REASONABLY OBTAINED THROUGH THE
USUAL BIDDING PROCEDURES AND
AUTHORIZING THE FINANCE DIRECTOR
TO DISPENSE WITH BIDDING THEREFOR,
AND PURCHASE SAID EQUIPMENT FROM
KERN TURF SUPPLY, INCORPORATED, IN
AN AMOUNT NOT TO EXCEED $75,000
ANNUALLY.
WHEREAS, Rain Bird Maxicom components are installed at various Citywide
locations within the City of Bakersfield to work in conjunction with a Rain Bird Maxicom
computer based central controller unit in monitoring and controlling water flow; and
WHEREAS, remote irrigation controllers are linked to a central controller that
monitors and automatically adjusts irrigation requirements to maximize efficient use of
water; and
WHEREAS, Kern Turf Supply, Incorporated is the only Rain Bird Maxicom
authorized distributor and service provider for Kern County, and
WHEREAS, replacement or additional components must be Rain Bird Maxicom
in order to interface with the City's existing Maxicom system.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. The above-referenced central controller units can only be reasonably
obtained from one vendor (Kern Turf Supply, Incorporated) because of the need to
successfully integrate such equipment into the existing City system.
3. The Finance Director is authorized to dispense with bidding, in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for such equipment shall not exceed Seventy
Five Thousand Dollars ($75,000) annually.
