O 5 6 0 9 RESOLUTION DETERMINING THAT CERTAIN MICROWAVE RADIO EQUIPMENT CANNOT BE OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE AND PURCHASE CERTAIN MICROWAVE RADIO EQUIPMENT FROM HARRIS STRATEX NETWORKS, INC., NOT TO EXCEED $120,000 WHEREAS, the CITY of Bakersfield is in need of replacement microwave radio equipment, from Police Headquarters to Wastewater Treatment Plant II and to Fire Station 5, and WHEREAS, the CITY currently uses Harris Stratex microwave radio equipment exclusively for its microwave radio network backbone, and WHEREAS, the CITY Federal Communication Commission (FCC) microwave radio licenses designate the use of specific types of equipment, and WHEREAS, the CITY has already paid to modify the aforementioned FCC licenses specifying Harris Stratex microwave radio equipment, and WHEREAS, Harris Stratex microwave radio equipment incorporates FARSCAN, a proprietary network control and alarm system, and WHEREAS, said vendor's price for the Harris Stratex microwave radio equipment is One Hundred and Twenty Thousand Dollars ($120,000), and WHEREAS, the Finance Director recommends the Council find said Harris Stratex microwave radio equipment can only be reasonably obtained from Harris Stratex Networks, Inc. because of restricted availability of the equipment and because of the need to incorporate the new product into an existing City FARSCAN system, and recommends that the Council dispense with the bidding, in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: 1. The above recitals are true and correct and incorporated herein by reference. 2. The Council hereby finds that the purchase of the microwave radio equipment can only be reasonably obtained from one vendor, Harris Stratex Networks, Inc., because of the restricted availability of such equipment and the need to successfully integrate such equipment into the existing City system. 3.
