A RESOLUTION DETERMINING THAT
CERTAIN NEW OR USED VEHICLES FOR
PUBLIC SAFETY UNDERCOVER WORK
CANNOT BE REASONABLY OBTAINED
THROUGH THE USUSAL BIDDING
PROCEDURES AND AUTHORIZING THE
FINANCE DIRECTOR TO DISPENSE WITH
BIDDING THEREFORE, NOT TO EXCEED
$281,800.00
WHEREAS, the City of Bakersfield is in need of 14 new or used vehicles for use by
the Bakersfield Police Department; and
WHEREAS, the unique characteristics of purchasing a variety of new or used
vehicles for special use restricts availability of these vehicles and makes it impractical for
formal bidding procedures; and
WHEREAS, confidentiality is vital for vehicles procured for undercover work; and
WHEREAS, the Finance Director has determined, and has recommended that this
Council find the purchasing of new or used vehicles cannot be reasonably obtained from
one vendor because of the necessity of a variety of vehicles and the necessity of
maintaining confidentiality in the types, colors and sizes of the vehicles purchased, and has
recommended this Council authorize dispensing with the bidding therefore in accordance
with Section 3.20.060 (D)(2) of the Bakersfield Municipal Code.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield
as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The Council hereby finds that the purchase of 14 new or used vehicles can
only be reasonably obtained by using a variety of vendors to purchase vehicles which are
necessary for the special service in which they are to be used.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said purchase of new or used vehicles shall not
exceed Two Hundred Eighty One Thousand, Eight Hundred Dollars ($281,800.00).
