RESOLUTION DETERMINING THAT CERTAIN AUTOSCOPE SYSTEMS FOR VIDEO VEHICLE DETECTION SYSTEMS CANNOT BE OBTAINED THROUGH THE USUAL BIDDING PROCEDURES AND AUTHORIZING THE FINANCE DIRECTOR TO DISPENSE WITH BIDDING THEREFORE, NOT TO EXCEED $90,000. WHEREAS, the City of Bakersfield is in need of video vehicle detection traffic systems and image sensors for replacement purposes; and WHEREAS, CITY has used Econolite Control Products, inc. for video vehicle traffic detection systems and image sensors for the past eight years; and WHEREAS, CITY desires to continue using these video vehicle traffic detection systems and image sensors because of their track record and acceptance as a standard within the City of Bakersfield; and WHEREAS, CITY desires to integrate the video vehicle traffic detection system and image sensors into the existing City Traffic Operations System; and WHEREAS, to contract for the purchase of the machine-vision detection systems concurrently with a signal project has led, in the past, to a high markup by the contractor, resulting in increased costs to the City; and WHEREAS, Autoscope, a proprietary machine-vision detection system, has granted an exclusive license to sell to Econolite Control Products, Inc., making this company the sole source for this system; and WHEREAS, the Finance Director recommends the Council find said Autoscope vehicle detection systems and image sensors can only be reasonably obtained from one vendor, Econolite Control Products, Inc. and because of restricted availability of the equipment and because of the need to integrate the product into an existing City system recommends that the Council dispense with bidding, in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows: The above-recitals are true and correct and incorporated herein by reference. The Autoscope Vehicle Detection System and Image Sensors cannot be reasonably obtained from more than one vendor because this item is only made available by the manufacturer. --Page 1 of 2 Pages-- The work, supplies, equipment or materials can only be reasonably obtained from one vendor because of restricted availability and because of the need to successfully integrate such work, supplies, equipment or materials into an existing City project or system. The Finance Director is authorized to dispense with bidding in accordance with subsection D.2 of Section 3.20.060 of the Bakersfield Municipal Code. The expenditure of funds for said detection systems and image sensors involved shall not exceed $90,000.
