Pursuant to your request, Krazan & Associates, Inc. (Krazan) has conducted a limited soil assessment at
the above-referenced subject site.
PURPOSE OF ASSESSMENT
The purpose of the work was to determine whether constituents of concern (COCs) from UST(s),
observed beneath the southern end of the Morrison Automotive building, are present at reportable
concentrations.
SITE LOCATION AND BACKGROUND INFORMATION
The subject site is located at 1010 Alta Vista Drive in Bakersfield, California (See Vicinity Map, Figure
1 and Site Map, Figure 2 in Attachment A). The subject site comprises approximately 0.33 acres of
commercial property with the associated Kern County Assessor's Pazcel Number (APN) of 014-230-08.
The subject site is currently occupied by the Morrison Automotive repair shop and garage. The owner of
the subject site is Mr. Steven Owens.
During December 2008, Mr. Owens, the owner of the subject site, contacted Krazan in order to discuss a
UST that he had partially unearthed beneath the southem portion of his repair shop at 1010 Alta Vista
Drive. According to Mr. Owens, this portion of Morrison Automotive was reportedly constructed in
approximately 1959. Krazan recommended discussing the discovery of the UST with the City of
Bakersfield Fire Department, Office of Environmental Services (CBOES). Upon Mr. Owens agreement,
Krazan contacted Mr. Howard Wines with CBOES in early January to discuss the scope of work required

by the CBOES to investigate the UST in order to address possible closure or decommissioning of the
USTs. Mr. Wines indicated that the collection of one soil sample adjacent to the UST, and to a depth
beneath the base of the UST, analyzed for total petroleum hydrocarbons as gasoline (TPH-G), total
petroleum hydrocarbons as diesel (TPH-D), volatile organic compounds (VOCs) including Benzene,
Toluene, Ethylbenzene and Xylenes (BTEX) and total lead; would appear to be sufficient for the CBOES
to evaluate conditions related to the reported UST. Research conducted by Krazan with the CBOES and
Kern County Department of Environmental Health Services (KCDEHS) has not revealed information
regarding USTs at the subject site. However, review of Sanborn Fire Insurance Maps drawn for the
subject site dated 1949 and 1957 indicate the subject site was formerly a gasoline station located at the
address of 230 Kentucky Street (See Sanborri Maps in Attachment B). Krazan's research with the City
of Bakersfield Building Department revealed one permit for the demolition of a gasoline station at 230
Kentucky Street in 1958. Krazan's reseazch of city directories has revealed that 230 Kentucky Street was
listed as the Richfield Station No. 1031 in 1938; Gentry CR Jr. Gas in 1946; Morrison Gas Station in
1949; and Douglass R.L. Gas Station in 1951.
SITE GEOLOGY AND HYDROGEOLOGY
The subject site is located within the San Joaquin Valley, a broad structural trough bound by the Sierra
Nevada and Coast Ranges of California. The San Joaquin Valley, which comprises the southern portion
of the Great Valley of California, has been filled with several thousand feet of sedimentary deposits.
Sediments in the eastern valley, derived from the erosion of the Sierra Nevada, have been deposited by
major to minor west-flowing drainages and their tributaries. Near-surface sediments aze dominated by
sands and silty sands with lesser silts, minor clays, and gravel. The sedimentary deposits in the region
form large coalescing alluvial fans with gentle slopes. The groundwater in the area is reported by the
Department of Water Resources to be ~irst encountered at a depth of approximately 300 feet bgs. The
groundwater flow direction in the area of the subject site is generally towards the southeast
PHASE II LIMITED SOIL ASSESSMENT
On January 15, 2009, Krazan observed a small hand-dug excavation adjacent to and partially under the
southem portion of the Morrison Automotive shop building at 1010 Alta Vista Drive. Krazan observed
the curvature of a metal UST approximately three feet bgs and three metal pipes, approximately one inch
in diameter that traverse from the south toward the excavated area. An approximately 1%z inch cut-off
pipe was also observed within the excavation. Although limited by the volume of the UST that was
exposed, Krazan estimated that the UST to be an approximately 650-gallon capacity tank. One of the

suspected product pipe lines was observed to be connected to the top of the UST. The two other
suspected product pipe lines continue under the building (see attached photographs). Krazan observed an
approximately one-inch diameter hole in the top of the UST, and by utilizing a knife blade, Krazan was
able to extract medium to coarse grained sand from inside the UST. In order to collect a representative
soil sample from beneath the UST, Krazan advanced a boring by hand auger on the northern side of the
observed UST to a depth of approximately four to five feet beneath the observed top of the UST. The
soil sample was observed with no staining or odors. The soil sample was collected within a clean brass
sleeve; the ends of the sleeve were covered with Teflon tape and plastic caps. The soil sample was
labeled, placed in a thermal ice chest with ice to limit volatilization and submitted to a State Certified
Laboratory under chain-of-custody form for analysis of TPH-G, TPH-D, VOCs, including BTEX, and
total lead.
On January 20, 2009, Krazan arranged to meet with Mr. Wines with CBOES at the subject site. After
observing the excavation, piping and UST, Mr. Wines concurred that it was possible that additional
USTs could be located beneath the building. Mr. Wines further indicated that the location of the soil
sample was adequate for the subsurface evaluation relative to the UST(s). Additionally, Mr. Wines
agreed with Krazan's conclusion that further excavation beneath the shop building was not practical.
FINDINGS OF THE LIIVIITED SOIL ASSESSMENT
The results of the subsurface investigation indicate that TPH-G, TPH-D, BTEX and other VOCs were
reported as not detected at or above the laboratory detection limits (ND) within the soil sample collected
from beneath the bottom of the observed UST (See Table following text). Additionally, total lead was
reported at a concentration that does not appear to pose a threat to human health or the environment. The
complete laboratory report is included in Attachment C.
CONCLUSIONS
One approximately 650-gallon UST that appears to be filled with sand was observed, for the most part,
beneath the southern portion of the Morrison Automotive shop building at 1010 Alta Vista Drive. The
observation of the sand within the UST appears to indicate that the UST was filled sand as an
abandonment procedure prior to construction of the current building. A former product pipe is connected
to the observed UST and two additional metal pipes traverse beneath the southern end of the building.
Based on Krazan's observation of the additional piping, it appears that two additional USTs may be
located beneath the current building, or were located at this location prior to construction of the building
in 1959. Based on the location of the observed UST and any suspected additional USTs, further

excavation is deemed impractical. Base on the results of the subsurface investigation which revealed
CoCs were ND and that lead in soil did not appear to pose a threat to human health or the environment,
Krazan recommends no further investigation of the UST(s) and recommends that the USTs be designated
as decommissioned by the CBOES.
LIlVIITATIONS
The findings of this report were based upon the results of our field and laboratory investigations, along
with the interpretation of subsurface conditions associated with our soil boring. Therefore, the data are
accurate only to the.degree implied by review of the data obtained and by professional interpretation.
Chemical testing was done by laboratories certified by the State of Califorrua Department of Health
Services. The results of the chemical testing are accurate only to the degree of care of ensuring the
testing accuracy and the representative nature of the soil samples obtained.
The findings presented herewith are based on professional interpretation and a degree of conservatism
deemed proper as of this report date. It is not warranted that such data cannot be superseded by future
geotechnical, environmental, or technical developments.
