MEETING OF DECEMBER 8, 1998

Church
PLEDGE OF ALLEGIANCE by South High School Army Junior

3. ROLL CALL
Mayor Price announced all Councilmembers were present:
Councilmembers Rowles, Carson, DeMond, Smith,
McDermott, Sullivan, Salvaggio.
Mayor Price recognized guest in the audience: Steve Perez,
Chairman, Board of Supervisors; Judge McNutt; Former
Councilmember Curly Barton; Pete Parra, Board of
Supervisors; and Judge Michael Bush.
ACTION TAKEN
Resolution No. 160-98 accepting City Clerk's
Certification, Declaring the Results of the General
Municipal Election held in the City of Bakersfield on
November 3, 1998.
Motion by Rowles to adopt the Resolution.

PRESENTATIONS
Mayor Price presented a plaque to Councilmember Pat
Smith, who recognized and thanked her husband Tom; she
also thanked City staff and the citizens of the Third Ward for
13 great years.
Mayor Price presented a plaque to Councilmember Kevin
McDermott, who recognized his wife Nancy, son Paul and
daughter Diane; he recalled accomplishments and City
growth in the past 11 years; thanked staff and the citizens.

ACTION TAKEN
On behalf of Assemblyman Roy Ashburn, Jeff Flores
presented California State Assembly Recognition Certificates
to Councilmember Smith and Councilmember McDermott.
City Clerk Pamela McCarthy administered the Oath of Office
and presented Certificates of Election to Councilmember
Irma Carson, Councilmember Mike Maggard,
Councilmember David Couch and Councilmember Mark C.
Salvaggio.
Mayor Price announced the new Council has been seated:
Councilmember Carson, DeMond, Maggard, Couch, Rowles,
Sullivan, Salvaggio.
Mayor Price introduced the new Councilmembers.
Councilmember Mike Maggard introduced his wife Mary and
sons Jake and Andrew; Parents Bill and Anita Maggard;
Mother-in-Law Arlene House and other family members; and
stated he will work hard to represent and lead our
community.
Councilmember David Couch introduced his wife Holly, son
Conner; Parents Ray and Peggy Couch; he thanked the
citizens for their vote and trust and stated he is ready to go
to work for the citizens of Bakersfield.
Councilmember Irma Carson introduced her daughter
Sharon Carson, grandchildren and recognized the Ebony
Counseling Center Board of Directors; she thanked her
supporters, the citizens of Bakersfield and staff.
Councilmember Mark Salvaggio thanked Staff and
supporters; acknowledged his daughters, son and
grandchildren; and stated "let us not forget who we are,
where we came from, and who sent us here".
Pastor Phil Neighbor of Valley Baptist Church gave the
benediction.

Motion by Rowles to adjourn at 4:50 p.m. APPROVED
