HomeMy WebLinkAbout09/04/2009 B A K E R S F I E L D CITY MANAGER'S OFFICE MEMORANDUM September 4, 2009 TO: Honorable Mayor and City Council FROM: Alan Tandy, City Manager SUBJECT: General Information MISCELLANEOUS CITY NEWS We will be starting five major road reconstruction projects in mid-September in various locations around town. The affected streets are listed in the attached press release. All five projects are funded by Federal economic stimulus monies that have been specifically designated for transportation projects. They are in addition to the two ongoing projects already in progress on White Lane and Stockdale Highway, paid by State and Federal funding. With numerous projects on major routes taking place at the same time, some traffic disruption and delays will be unavoidable. Because the special funding comes with the stipulation that we complete the projects within a specified period of time, we can not phase the work locations, as we normally would. However, the good news is that the five ARRA economic stimulus projects are scheduled to be completed by early December. White Lane should be completed in mid-October, with the Stockdale Highway project finishing up in early February. We ask for patience from the public, as the projects will result in significant improvements to our local roads system. -� It appears that the issues associated with Saco Ranch and its annexation to the City have been resolved. It is our understanding that Kern County will take that area out of the no annexation zone being created in connection with the creation of an Airport Economic Opportunity Area. The annexation will move forward as originally planned. Communications with the County have clarified their intent is land use control around the airport and that there are no new policies in place that are applicable elsewhere. Thanks to the County and the Bidart family for working with us! I will be on vacation from September 81h through the 1 11h. John Stinson will be in charge during my absence and will staff the Council meeting on September 9th. The office will have my contact information should that be necessary. -� This year, as is usually the case, our year end fund balance ended up somewhat better than our budget projections. After providing for the state capture of $6.5 million, the audit will show we are about $3.5 million ahead. That is a positive thing, especially since some State officials have suggested going back to capture $5 million of our Gas Tax funds, and also in light of the $7.5 million our PERS costs will go up over the next few years. Honorable Mayor and City Council September 4, 2009 Page 2 -� Portions of new equipment at Wastewater Treatment Plant No. 3 have been turned over to the City and activated with very positive results on the quality of the effluent. The expansion project is so large that portions of the plant are turned over to us in multiple phases. The next will occur later this month and in December, -� Spray parks throughout the city are popular places for families to play, especially during the summer heat. Now that school is back in session, spray park hours will be reduced after Labor Day. Beginning Tuesday, September 81h, the spray park at Jastro Park will be open seven days a week from 1 :00 to 5:00 p.m. and all other spray parks will be open on the weekends only from 1 :00 to 5:00 p.m. through September 271h I am pleased to announce the promotion of Louis Sun to Wastewater Superintendent. S F I E L D Public Works Department Raul Rojas - Public Works Director PRESS RELEASE FOR IMMEDIATE RELEASE Contact: Rick Millwee Friday, September 4, 2009 Construction Superintendent (661) 326-3049 American Recovery and Reinvestment Act Transportation Improvement Projects to Begin The City of Bakersfield will be engaging in several major roadway reconstruction projects beginning September 14, 2009. These projects are funded through Federal economic stimulus package monies awarded to the City of Bakersfield under the American Recovery and Reinvestment Act (ARRA). These monies are specifically designated for transportation projects only. Construction of these roadway projects is expected to be complete by December 7, 2009. The streets being reconstructed as part of these projects are: • Mt. Vernon Avenue from Highway 178 to University Avenue • Ashe Road from White Lane to Ming Avenue • Wilson Road from White Lane to Planz Road • Hughes Lane from White Lane to Planz Road • Wible Road from Pacheco Road to White Lane In addition to these projects, there are two other roadway reconstruction projects currently under construction. The streets currently being reconstructed as part of these projects are: • White Lane from Gosford Road to Ashe Road (anticipated completion date of October 16, 2009) • Stockdale Highway from California Avenue to Wetherly Drive and from Country Club Lane to Ashe Road (anticipated completion date of February 10, 2009) These projects are part of our regular Capital Improvement Program and are being funded by State or Federal monies designated for transportation projects. In addition, access to side streets will be closed only for the period of time that reconstruction is occurring at that intersection. Detours and alternate access points will be provided during these closure periods. This will result in traffic delays, so motorists are urged to use caution and to take alternate routes. Rojas, Public Works Director DATE: September 2, 2009 SUBJECT: Recent Promotion — Public Works Department I am pleased to announce the promotion of Louis Sun to Wastewater Superintendent. Mr. Sun began his employment with the City in 2004 as an Engineer I in the Design Engineering Division of the Public Works Department. While in Design Engineering, Mr. Sun worked on various CIP projects including traffic signal design and road improvements. He transferred to the Wastewater Division in 2006. His duties in Wastewater have included supervision of the pre-treatment program, including 4 industrial waste inspectors, and overseeing the engineering portion of the Wastewater Division which includes one Engineer. He is currently involved with the Wastewater Treatment Plant No. 3 - 2007 Expansion Project. Mr. Sun received his Bachelor's Degree in Civil Engineering from Ohio State University, his Master's Degree in Engineering Management from Santa Clara University, and is now a Registered Professional Civil Engineer. Mr. Sun has also earned a Grade V Wastewater Treatment Plant Operator Certificate since transferring to the Wastewater Division. Mr. Sun's combination of education and engineering experience make him well-qualified to assume the responsibilities of Wastewater Superintendent for the City of Bakersfield. /00. Bids were well within budget, allowing staff to recommend the awarding of alternatives. • Greystone Park: RRM provided a proposal to design the restroom, parking lot, and wet playground. Engineering to issue an amendment to provide the services. Construction start date is fall 2009. • Mesa Marin Design: Project awarded during the August City Council meeting. All Phase 1 improvements, parking lot, additional landscape and site furnishings included. Play anticipated in summer 2010. • Central Park at Mill Creek: Restroom structure is under construction and delivery to site is expected in mid-September. Drinking fountains will be installed at the same time. • A presentation was made to the City Manager regarding future maintenance responsibilities through FY2011/12. Staff collaborated with GIS and Public Works for this presentation. • Bright House Networks donated $2,000 to continue the Friday night movie series at the Bright Networks Amphitheatre during August. The series attracted approximately 1,100 patrons during the month. • Approximately 10,731 people enjoyed park reservations at parks throughout Bakersfield this summer. • Four special events were held during the month including: Leukemia & Lymphoma Run/Walk (200 guests); ASA Softball Tournament (240 guests); Jesus Shack Community Outreach (200 guests); and Tehillah Ministries Community Outreach (100 guests). AQUATICS: • The 2009 Summer Aquatic Season has had a total attendance of 113,606 visitors to date. This represents an increase of 9.5%, or 9,812, visitors as compared to the same period in the prior year. • McMurtrey Family Fun Night on August 14 featured "Driftwood", a teenage band. • Logan's Roadhouse sponsored the Float-In-Movie on August 14 at McMurtrey Aquatic Center. • The 100 Mile Club has 272 active members who have swum a combined total of 48,001 miles since the start of the program. ATHLETICS: • Summer Adult Softball League finished the season the last week of August. • Fall Adult Softball League registration completed on August 21. o 138 teams registered. 54 Co-Rec and 84 Men's, increase of 18% over last year o Umpires now under contract with the city, trained on new rules and procedures for fall league. o Attendance: 17,274 patrons participated as players, spectators, managers or Umpires. o Total revenue: $64,170.00 • Skateboarding Camp was held August 3 — 6. Participants were taught the basic skateboarding skills as well as some new tricks. Overall attendance was 28. The Department will have a booth promoting health and fitness activities. • Staff is working with Sierra Summit on the Youth Outreach's Dry Land and Ski & Snowboard School. Program will be a part of the Fall Festival at The Park at River Walk on October 25. DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: • Total attendance at the Dr. Martin Luther King, Jr. Community Center for August was 4,024. • Staff is working with Stop the Violence to begin a tutoring program at the center for youth. High School volunteers will be trained to be the tutors. City staff will coordinate the tutoring sessions for the organization as well as providing space for the NAACP to provide and teach financial counseling classes. • Good Neighbor Festival Committee is meeting on a monthly basis. There are 11 different agencies involved and 14 committee members. Health Net is donating money for t-shirts for the event. The event is to be held on November 7, from 11:00 AM until 2:00 PM. Stay Focused Ministries will help advertise and provide entertainment at the event. SILVER CREEK COMMUNITY CENTER: • Camp Funn ended with the theme of "New Friends". Campers put together their own slumber party with games, movies, scary stories and pizza. Fun was had by all 160 participants this month. • After School Program began on August 24. Daily average attendance was 17, with 85 attending for the month. Expected to meet capacity within September • Rentals of the multi-purpose room, pavilion and picnic areas served 955 guests. • Classes at Silver Creek Community Center had a total attendance for the month of 764 patrons. • Total patrons benefiting from the services at Silver Creek Community Center were 1,964. PARKS: • All supervisors attended two HR conducted trainings on performance evaluations and other HR related supervisory type issues. • Supervisors and PSC staff attended MainStar work order refresher training prior to the new system start-up on September 1. • Tree Section worked along the bike path to clear debris and raise the trees in preparation of the levy behind Truxtun Lake being inspected by the Army Corps of Engineering. • Burlington Homes donated $845 in sod for upgrading of the landscape at Old River and Snowdon Ave. • Two staff members were awarded High Five recognition awards for assisting in reviving an unconscious citizen in Wayside Park. • Cost of small equipment repairs for the month of August was $4,382.56. • Cost of pesticides for the month of August was $6,889.00. • Cost of vandalism during the month of august was $1,916.67 • Trees: Trimmed: 162 Clearance: 363 Removals: 44 UPCOMING EVENTS: • Gospel Festival, The Park at River Walk, Saturday, September 12, first performer at 3:00 PM. • The Fall Festival, The Park at River Walk, Saturday and Sunday, October 24 and 25. Contractor is working on traffic signal loop wiring. This project is expected to be complete next week. Stockdale Highway - California to Wetherly and Country Club Lane to Ashe Road Median modification on Stockdale Highway is scheduled to be ongoing for the next several weeks. Construction delineation and temporary traffic signage have been configured to allow two lanes of traffic in each direction while this operation is being performed. The scheduled completion date of this project is February 10, 2010. White Lane - Gosford Road to Ashe Road Reconstruction operations are scheduled to be ongoing in the eastbound and westbound lanes for the next several weeks. During this reconstruction operation, traffic will be limited to one lane in each direction. We still do not have a date as to when the intersection of White Lane and Gosford Road will be closed for construction. All of the work to reconstruct this intersection will be done on a Saturday and Sunday with detours in place for the traveling public. Once the date of this closure is established, signs will be installed notifying the public of the closure dates. The scheduled completion date of this project is October 16, 2009. Week of September 7_2009_Work Schedule B A K E R S F I E L D CITY MANAGER'S OFFICE MEMORANDUM September 3, 2009 TO: Honorable Mayor and City Council FROM: Steven Teglia, Administrative Analyst III SUBJECT: Referral Response to Councilmember Couch Regarding PG&E Invoicing - Referral #111. Councilmember Couch requested that staff contact PG&E to clarify their process of charging customers solely for gas usage one month and then combining past electric charges with subsequent electric charges, causing exceptionally high invoices. Staff contacted PG&E to discuss the issue referred by Councilmember Couch as well as the broader question of why many citizens have noticed unusual increases to their electric bills recently. Below is the response that was provided from PG&E. Regarding the specific constituent complaint, which prompted Councilmember Couch's referral, PG&E reported that there was a slight delay in billing due to an isolated technical issue related to that customer's bill. The issue was immediately corrected and the problem should no longer occur. A PG&E Smart Meter specialist has contacted the customer in question directly. Regarding the larger question of why many have noticed unusual increases to their PG&E electric bills of late, PG&E provided the following response: Effective March 1, 2009 electric rates increased, which impacted several of the billing "Tier's" used to charge for electricity usage. While residential electric rates for Baseline Tier 1 ) and Tier 2 remain unchanged, per kilowatt hour charges for Tiers 3, 4 and 5 did increase over last summer's rates. In addition, the Referral Response#111 September 3, 2009 Page 2 Bakersfield area experienced a relatively cool June followed by a relatively hot July. This fact combined with the recent rate increases resulted in many customers experiencing higher electricity charges compared to what they may have been accustomed to. Many customers have also recently received a SmartMeterTm electric meter and believe higher bills may be linked to the new meter. PG&E officials have explained that this is not the case and that the above mentioned factors have led to the increased charges. PG&E stated that the new meters are tested for functionality and accuracy before they are installed. Below is a chart which shows the new residential electric rates which went into effect on March 1, 2009. • Tier 1 - 11 .5 cents per kilowatt hour (no change); • Tier 2 (usage from 101% to 130% of Baseline) - 13.1 cents per kilowatt hour (no change); • Tier 3 (usage from 131% to 200% of Baseline) - 22.6 cents to 26 cents per kilowatt hour; • Tier 4 (usage from 201% t0 300% of Baseline)- 31 .3 cents to 38 cents per kilowatt hour; • Tier 5 (usage in excess of 300% of Baseline) - 36 cents to 44 cents per kilowatt hour. As you can see, the more electricity that is used above the baseline the higher the charges.
