Follow up Report — Swimming Pool Analysis and Request for High School District Participation — Dianne Hoover Recreation and Parks Director Dianne Hoover provided a brief background on the Swimming Pool Analysis Report for Siemon Pool and Planz Pool (regarding their current and future operation). Recreation Supervisor David Stricker provided a brief summary on the increase in annual attendance to City pools. Mark Wyatt of the Kern High School District reported that the Kern High School District has been in contact with Recreation and Parks Department for the past two years and is interested in the Planz pool as a potential competition and practice site for Kern High School District athletes. He mentioned South High, West High, Golden Valley and several other high schools could benefit from this pool site. Committee Chair, Jacquie Sullivan, stated that this was good news since there are fewer pools on the east side of the City. City Manager Alan Tandy stated that the Kern High School District and the City of Bakersfield have a common goal and interest, yet neither party can commit financially due to financial uncertainties. Councilmember Irma Carson asked if there is any funding that would enable the City to build a similar aquatic center in another part of the city, such as the Southwest. Ms. Hoover stated there is no funding currently available, but that she is aware of federal grants becoming available to the state which the City was intending to apply for, such as Proposition 84. B. Update on Park Projects — Dianne Hoover Recreation and Parks Director Dianne Hoover provided an update on park projects. • Saunders Sprat/ Park- The old pool has been removed. A spray park is currently under construction and is expected to be opened in May of 2009. • Aera Park: The grading, utilities, paving, and parking lot have been completed. The Southwest Little League has begun construction of the restroom/concession building. The irrigation is also being installed. • Mesa Marin Sports Complex: The construction plans are near completion. Phase 1 of this project, which includes four lighted diamonds, a parking area, and a central rest room/sto rage building, is expected to be completed by the summer of 2009. • Graystone Park: This park will surround Fire Station 14. Construction plans are near completion and the park is expected to be open in 2009. • Linell & Brahama Park: An agreement is being developed with the developer for Council consideration in early 2009. This park project will be completed in phases. • Mill Creek Central Park: There is a new bridge over the creek area. In December the canal will be drained for regular maintenance; this will help move construction forward. The restroom facility is under construction. There will be three water phases taking place on the canal; which will lead to a very intense period of construction in December. Community Service Committee November 18, 2008 Page 3 • Kern River Upland Project: This project should be completed in 2010. The City will build a bridge over the canal from the Sam Lynn ball park across to this project. When completed, there will be a natural area along the bike path for residents to walk along. This will create an outdoor learning area about the river and canal life in Kern County. The County will be assisting in providing parking for this project. • Bakersfield Sports Village: Discussions are still underway with AYSO regarding its part for responsibility of the soccer fields. Planning and design for the eight soccer fields is underway, they are expected to be constructed and opened in 2010. • Saunders Multi-use Facility: This project has been completed. It opened on May 8, 2008. There is a management agreement with Bakersfield Brigade to manage this facility. Activities at this facility include but are not limited to Roller Hockey, Indoor Soccer, and more. • Beach Skate Park: The expansion project has been completed. There was a grand re-opening on Wednesday, November 5, 2008. The skate park was expanded to almost double the previous size with the addition of several new amenities. 5. COMMITTEE COMMENTS City Manager Alan Tandy stated that there has been discussion at the Federal level of an Economic Stimulus bill, which will fund Capital Improvement activities. Some of the funds can be dedicated to roads, bridges, and some park projects. In preparation of this bill passing, staff is preparing a slate of projects ready to go to bid. 6. ADJOURNMENT The meeting adjourned at 12:32 cc: Honorable Mayor and City Council B A K E R S F I E L D Department of Recreation and Parks DATE: April 28, 2009 TO: Alan Tandy, City Manager J i FROM: Diannd F hover, Recreation & Parks Director SUBJECT: Community Services Committee Meeting, May 6, 2009 Pool Use by High Schools City of Bakersfield Recreation and Parks Department staff have worked closely with Kern High School District and Garces Memorial High School to develop some cost saving measures for the City. They include: 1) Kern High School District agreed to paying more rent for Silver Creek Pool to better reflect the direct costs incurred to heat the facility. This agreement resulted in Kern High School District paying 9% more this year and 100% of direct costs by 2010. 2) Kern High School District purchased new pool covers for Silver Creek Pool to replace old worn covers and help reduce heating costs. The new pool covers cost $5,775, which resulted in a direct savings to the City Budget, since this was a budgeted item for 2008-2009. 3) Garces Memorial High School agreed to a new rental rate reflecting direct heating costs of Jefferson Pool. Garces' rent was increased on a percentage scale of 33% this year, 33% in 2010, and will be at 100% of direct costs incurred by 2011. 4) Garces purchased new pool covers for Jefferson Pool to reduce heating costs. The cost was $4,850, again resulting in a direct savings to the budget for 2008- 2009. 5) Garces Memorial High School has taken an active role in assisting with the maintenance of the pool deck and restrooms at Jefferson Pool, which has resulted in reduced labor hours for City Staff. The dedication of these private school students and the pride they have taken in the facility has been outstanding. The Department of Recreation and Parks enhances the quality of life through a variety of programs, parks and partnerships. 6) The partnership between the City, Kern High School District and Garces Memorial High School has been a positive experience for all. Swimming is the largest participatory sport in high school. Additionally, the South East Yosemite League swim meet with seven high schools, which has traditionally been held at Bakersfield College was moved to McMurtrey Aquatic Center May 1, 2009 with over 600 swimmers competing. Aera Park • Grand Opening occurred on Saturday, April 18, 2009. • Interior trees were installed as part of an Earth Day volunteer activity. • Adult fitness equipment will be installed west of #2 diamond. Utilizing a $10,000 Aera Energy grant. • A new entry feature is being designed and will be installed at Playball Drive and Jewetta Ave utilizing a $20,000 Parsons grant. Stiern Park • In collaboration with the community and Game Time, City Staff assisted with the installation of new playground equipment. • A grand opening event is scheduled for Friday May 1 st 2009. Mill Creek/Central Park • All hydro-seeding is complete. • Street work continues on 19th and 21 st • Architectural plans for future restroom are under way. Delivery of pre-fabricated restroom scheduled for fate June 2009. • Central Park Grand opening scheduled for May 29 and 30, 2009. • Canal hardscape improvements north of 21 st St and south of 19th St completed.
