As we have indicated in the past, we are continuing to monitor the economic stimulus bill as it makes its way through Congress and to keep potential project lists that correspond to what the legislation will most likely fund. A portion of that involves maintaining communications with Caltrans and KernCOG. The numbers and proposed conditions evolve — sometimes several times a week — and are likely to do so until the bill is signed into law. The funds are for immediate use — to put people to work. We know that the following projects are likely to be eligible: Westside Parkway, resurfacing projects on arterial streets, and possibly the Hosking Ave/SR-99 Interchange. Traffic and business disruption are potential byproducts as a result of quicker movement on the arterial piece in particular. We will continue to monitor and adjust as the bill evolves! 2. Due to a light agenda for the January 28th Council Meeting, the Consent Calendar will be on the 5:15 p.m. portion and one Hearing item will be on the 6:30 p.m. portion of the agenda. We forecast light agendas for many of our upcoming meetings, with the possible exception of February 11t", which is a General Plan Cycle. There are fewer contracts, purchases, developments, appeals, etc. as a result of the economy. 3. Under separate cover, you will be receiving draft agenda calendars for each of the City Council Committees with proposed dates for your 2009 meetings. We will be contacting each of you next week regarding the committees you chair to confirm and/or revise the proposed meeting dates. 4. Over the last two days, there has been light but steady snowfall in the watershed. The high elevation gauges show about a 0.7" gain and the lower elevations show about 0.9". A normal cold Gulf of Alaska generated storm system sweeping across California usually gives us 3" of water on the shed. So, although this is a welcome storm, its not doing us a whole lot of good. With the latest now gauge readings, it looks as though the spring/summer runoff will be approximately 60% of normal — assuming "normal average" weather from this date forward. Without normal storms and precipitation, that percentage will fall. In the worst case — with no activity between now and April 1— we will be 25% of normal, similar to 2007, which ended up at 26% of normal. 5. We will be trimming trees on the north and south sides of Ming Ave between Gosford and New Stine. The majority of the work will be removing limbs and brush that is encroaching onto City property within this area. The work is scheduled to begin on February 9th and is Honorable Mayor and City Council January 23, 2009 Page 2 estimated to take two weeks to complete. Door hangers will be placed on all houses that will be affected on Monday, January 26th and a Teleminder will be sent late next week. 6. Next week, City crews will be clearing trees and brush from an area adjacent to the Kern River for the future Mohawk Street Bridge. These clearing activities will remove potential bird nesting sites near the river, and this work must be performed prior to the start of the bird nesting season on February 1St. This work was originally planned to be funded with Proposition 16 funds and performed by Security Paving as part of its contract for the construction of the Mohawk project. However, due to the State's freeze on Proposition 1 B funding, the contract for this project is currently on hold. In the event the project's funding becomes unfrozen without this work being completed, work on the Kern River Bridge portion of the Mohawk project could be delayed until the end of the nesting season next fall. 7. During a time when discussions about negative things are often necessary, it is good to talk about some positive items. Currently there is progress on the Mill Creek project and construction of the nearby theater, as well as commercial projects at the Shops at River Walk and the Walmart at Panama and SR-99. The renovation of The Padre is also in process. 8. The Biggest Loser contest is just not on TV — City employees are now committed. A total of 104 employees have weighed in at 21,150 pounds, with seven still needing to weigh in. All participants are in teams of two, and the winner will be based on the highest percentage of weight loss over a twelve week period. Recreation and Parks staff is keeping track of the teams with weigh-ins every two weeks. Each employee paid $20.00 to enter, and the winners at the halfinray point will receive 25% of the cash, and the winners at the end will take home the rest. 9. I will be on vacation from Friday, January 30th through Monday, February 9th. John will be in charge during my absence and the office will have my contact information should that be necessary. 10. This work was originally planned to be performed by Security Paving as part of their contract for the construction of the Mohawk project. The total Part 1 Crime did increase 1.2% as compared to the 2007 crime statistics. The largest statistical increase was in the homicide category. This can be attributed to a quite unusual year in 2007, where we had 15 total homicides. Staff conducted a ten year average for homicides in the city and we averaged 24 homicides. In 2008, 7 of 25 total homicides were gang related; a 12% reduction compared to 2007. We also showed an increase in the rape, robbery, and burglary crimes. We continue, as in many California cities, to have a high number of street robberies. The burglary increase is directly related to an increase of residential burglaries. The department showed a minimal increase in aggravated assaults, after several years of substantial increases with this crime. There were statistical decreases in larceny and auto theft. I should note arrest rates have increased 14% since 2006. The department will continue to focus on gang related crime which includes both violent and property crimes. Department staff continues to refine the use of crime analysis and will focus on the "hot spots" in various metro areas to limit the number of criminal acts. Additionally, when reviewing property crimes we will be enhancing our crime prevention efforts by further informing the public of various crimes occurring in their neighborhoods on a daily basis. We will be releasing a daily report of crime happening in the Bakersfield area; via our website and local media. We feel by providing this information daily, the department will receive potential suspect information to lead to arrests but more importantly prevent further crime when people know what's going on in their 2008 Crime Statistics Alan Tandy, City Manager January 23, 2009 Page 2 of 2 neighborhoods. We will continue to build those community relationships to enhance our crime fighting efforts through Neighborhood Watch; with the objective of working together with the community to impact crime. Building this stronger relationship will become even more important as we move through these uncertain economic times. In closing I wanted to provide you a data comparison on the actual crime rate (number of Part 1 crimes compared to population). Size, amenities and level of maintenance are being determined for costing. • Saunders Wet Playground: City crews began construction in late December. • City in the Hills Parks: Discussions continue. • Linell and Brahama Park: A color rendering has been completed. The developer is still working on the engineers estimate needed for the agreement. • Kern River Upland & River Edge Restoration Project: Contacted by the State that the funding has been frozen. • Maya Cinemas: Property Management and Parks are working with developers to create an entry into the ice Complex and McMurtrey Aquatic Center on the north side of 13th Street and Q Street. A color rendering has been developed. • Maintenance Assessment Districts: Tax assessments are out and very few questions have been received to date. All questions have been satisfactorily explained. • Matthews Homes: A list of seven projects at risk of reduced levels of maintenance by the developer, due to financial or utility issues, were identified by staff for tracking purposes. Staff continues to monitor these areas and has begun a dialogue with other departments to assist. • Current Planning: 9 active projects, 1 new applications, 34 projects on hold • Inspections: 5 tracts accepted for city maintenance, 0 tracts accepted into 1 year maintenance period. Total attendance for this December was 1,414; last December's attendance was 1,319. • The pool was closed from December 1— 7 for annual maintenance. • The 100 Mile swim club currently has 253 members who have swum a combined total of 36,986 miles. This is up from 20,830 miles a year ago. • The Bakersfield Swim Club held a meet at the McMurtrey Aquatics Center on December 30 with over 350 swimmers and spectators present. ATHLETICS: • The Fall league for softball concluded this month. First place winners received a t-shirt and trophy and second place winners received a trophy. • Registration for the 2009 Spring Adult Softball will start January 12, 2009. • Total attendance for the month was 2,100. • There were two "Get Moving Kern" meetings in December. The committee is working the County of Kern Department of public Health to develop an inventory of community services/activities relating to chronic disease prevention. • Surveys have been sent out by Get Moving Kern and the data will be collected and reported on. • Additional programs being offered in Spring 2009: Adult Softball League & Tournament; Basketball Hoopsters; Disc Golf Clinic; Pee Wee Sports; Soccer Champs; Speed, Agility & Quickness Clinic; Track & Field Clinic; Jr. Golf Lessons; League of Dreams: Adaptive T-Ball League, Adaptive Ice Skating, Tennis and Golf Lessons; Valentine's Fitness Run/V1/alk; Celebrate CSB Run/Walk; and Golf Lessons for Men and Women DR. MARTIN LUTHER KING, JR. COMMUNITY CENTER: • Attendance at the community center for December 2008 was 3,666 people in all of the classes, after school program, and gym use • CPRS District XV Professional Development Conference was held on Friday, December 12, 2009 at the Dr. Martin Luther King, Jr. Community Center. • District XV did not charge agency members to attend which allowed departments and districts the opportunity to send their staff for training. � Total attendance for the conference was 147. • The Kwanzaa event went exceptionally well due to being held in the afternoon as opposed to evening. The event started at 1:00 PM, with approximately 200 people in attendance. • The New Spirit Women's group helped to feed the Kwanzaa participants and the event was co-sponsored by the Sankofa Collective. • Activities at Kwanzaa included cultural poetry, African folktales, community speakers and dance performances. Revenue was $500. • After School program was closed starting December 22 and resumed on January 5, 2009. Prior to Winter Break, there was an average of 20 children daily, for a total of 300 for the first part of the month. Staff created an exciting month with assisting the children to create a special healthy holiday eating cook book, and special holiday gifts for each other and their parents. • Leisure classes: The leisure classes completed their sessions in November. New sessions are scheduled to begin in January 2009 due to the holiday season. Some new classes being offered this spring are Cheer-Tastic; Dance and Tone; Theatrixx; and Digital Photography. • Winter Break: A holiday program was offered on December 22, 23, 24, 29, 30 and 31. The multi-purpose rooms were transformed into a recreation center complete with ping-pong, video games, and "Dance Revolution". The decision to try this new class was done without much advertisement or advance notice, but the average daily attendance was 15 youths, a good number. PARKS: • Beach Skate Park final inspections took place Thursday, December 18. All repairs were completed and finalized. • Parks accepted approximately 4 acres of new maintenance area in areas I and V. • Broken mainline at Centennial Park, outside the sump area in the south-west area was repaired. At the January 14, 2009 City Council meeting, Councilmember Benham requested that staff investigate the concerns of Sandra Morris regarding the cancellation of her Dish television service, including cancellation fees and the removal of equipment. When we spoke with Ms. Morris, she informed staff that her concerns with Dish Television had been resolved, including the waiving of the cancellation fee, and that Dish staff was helpful regarding the removal of their equipment from her premises.
