The event will take place on Friday, October 23rd at 9:30 a.m. at the southwest corner of Coffee and Brimhall Roads. Phase II includes the construction of a 6-lane freeway from Mohawk Street to Allen Road, with Interchanges at Mohawk, Coffee, and Calloway. Phase I, which started construction this spring, will extend Mohawk Street over the Kern River, connecting to Rosedale Highway. We are very pleased to be progressing with both projects - the result will be a significant and visible improvement to our local roads system as well as completing a vital link on what will be an east-west freeway in the future. -� The Governor has vetoed AB 473, which was written to require apartment owners to provide mandatory recycling service to their tenants. This is the third time such a bill has been vetoed. However, apartments are included in the State's definition of "businesses" subject to mandatory commercial recycling regulations which are being written to comply with AB 32, the Global Warming Act of 2006. These regulations are due for their next round of review in December-we will see then. The National Recreation and Park Association's (NRPA) Gold Medal Award honors communities throughout the United States that demonstrate excellence in long-range planning, resource management, and agency recognition. Our Recreation and Parks Department was chosen this year as one of four finalists - competing against Madison County, WI, Raleigh, NC, and Fort Worth, TX. All of the finalists were recognized this week at the NRPA's Annual Congress. Dianne Hoover and our Recreation and Parks staff deserve big commendation for this recognition even though we were not selected as the big winner this year! -� The Sac Bee reported this week that CalPERS stands to lose $500 million on a New York real estate deal that is to go into default and the owners are unwilling to invest further. The likely loss will mark the latest setback for CaIPERS' real estate portfolio. To that end, we have implemented a new digital video delivery technology known as Switched Digital Video (SDV). SDV is a robust bandwidth-management system that makes it possible to offer more digital video programming services than before, including new HD channels. On or after Tuesday, November 10, 2009, Bright House Networks will deliver the following channels and/or packages on the SDV system and this programming will not be available on unidirectional retail devices until further notice: • All Showtime channels. • Style will be moving from Advantage service to the Digital Variety tier and will remain on digital channel 409. However, the above channels will not be available to customers with a unidirectional (one-way) retail television or other device who currently lease a CableCARD from Bright House Networks. This small number of impacted customers has been notified about the changes that directly affect their current services, and offered the option of obtaining a digital set-top box or similar bi-directional device from Bright House Networks. Right turn storage lanes (sometimes called deceleration lanes) are required on arterials at all streets and access points (i.e. driveways) when triggered by certain speed and traffic volume criteria according to City standards. Currently, staff reviews site plans when a high school is in the planning stages of construction. Any arterial streets adjacent to the school that meet the criteria are required to construct a right turn storage lane at driveways and intersection locations. High schools located within the City of Bakersfield, because of their size, typically meet the traffic volume requirements causing the need for a right turn storage lane. The use of right turn lanes at such locations promotes safer turns for the slowing vehicles, reduces rear end collisions and reduces congestion caused by cars slowing down for the turn vehicle. The City of Bakersfield has successfully used these right turn lanes on most arterial roads with new commercial developments, some non-commercial developments, as well as several of the new high school locations. Studies and documentation necessary to environmentally clear the project, both at the state/local level (CEQA) as well as at the federal level (NEPA), are currently underway as part of the TRIP Rosedale Highway Widening Project. However, the TRIP Financial Plan does not currently include the construction costs of the grade separation with federal TRIP earmark funds. Last year the City nominated the grade separation for funding from the Prop 1B Highway- Railroad Crossing Safety Account (HRCSA) program administered by the California Transportation Commission (CTC). While the project was not approved for funding by the CTC, it ranked relatively high; and staff has recently understood that some of the projects that were approved for funding by this program have either been delayed, or are coming in under budget. So should the CTC announce that additional funding from this program is available, staff will vigorously pursue it. This project also continues to be nominated for funding under the Section 190 California PUC Grade Separation Program. This safety program has helped fund most of the existing railroad grade separations in Bakersfield. Unfortunately, because of the small number of train movements and lack of train-car accidents, the project has historically not ranked high on the PUC priority list. However, other projects not ranking high on the PUC list have received program funding in the past (funding in any given year is dependent upon the amount of funding requests received by the state for that year), and so staff will continue to nominate this project for this program.
