HomeMy WebLinkAbout2009_10_05_09_Review Board_Aleman_Stringer OIS BAKERSFIELD POLICE DEPARTMENT PRESS RELEASE William Rector, Chief of Police ________________________________________________________________________ Contact: Detective Mary DeGeare Public Information Officer 661-326-3803 mdegeare@Bakersfieldpd.us For Immediate Release October 5, 2009 On 10/2/09, the Bakersfield Police Department Critical Incident Review Board met and reviewed the facts and circumstances of the officer involved shooting that occurred on 9/20/09, at the 7-11 Store 4647 Wilson Road. The Review Board concluded that all shots fired by Officers Isaac Aleman and Aaron Stringer were within department policy and within state and federal guidelines. The Review Board consisted of Assistant Chief Bryan Lynn, Assistant Chief Lyle Martin, Captain Kevin Stokes, Captain Robert Bivens, Captain Greg Williamson and Captain Joe Bianco. Police Chief Bill Rector has reviewed the investigation and concurred with the Review Board’s findings. Officer Stringer has been cleared to return to duty. Officer Aleman has been cleared but has not yet been medically released. Original Release September 21, 2009 On 9/20/09, at 11:58 p.m., the Bakersfield Police Department received a report of two suspicious men wearing hooded sweatshirts with the hoods pulled over their heads at the 7-11 Store, 4647 Wilson Road. Partnered Officers Isaac Aleman and Aaron Stringer arrived within one minute of the call and parked west of the store. The officers proceeded on foot and Officer Aleman went toward the rear of the store while Officer Stringer stayed near the front. When Officer Aleman reached the area behind the 7-11 Store he encountered three suspects in the south alley. Officer Stringer heard his partner yell “Stop” and then heard gunfire. When Officer Stringer ran to the rear of the store he observed Officer Aleman draw his firearm and shoot at one of the three suspects. This suspect, a 17 year old male, was armed with a handgun and had already shot Officer Aleman, who was struck in the left upper thigh. Both officers fired back at the 17 year old suspect striking him multiple times, causing him to go to the ground. He was taken into custody by Officer Stringer and additional officers who arrived on scene a short time later. The handgun the suspect fired was recovered. A second suspect, a 16 year old male who was also in the alley, was armed with a pellet gun, however, he surrendered immediately by laying prone on the ground. Officer Stringer observed a third suspect running east in the south alley toward Edmonton Street and that suspect has not yet been located. Officer Aleman was transported to a local hospital where he is in fair condition. Officer Stringer was not injured. The 17 year old suspect was also transported to a local hospital and is also in fair condition. The 16 year old suspect was placed into Juvenile Hall. The third suspect is still outstanding. He is described as a Black male, 5’10”, 200 200 pounds, having a mustache and wearing red shorts. Investigation revealed the suspects were intending to rob the 7-11 Store. The two juvenile suspects were arrested for conspiracy, attempted robbery and attempted murder of a police officer. Both officers have been placed on routine administrative leave pending the officer involved shooting investigation and review. Release September 22, 2009 Bakersfield Police have identified and are searching for the third suspect involved in the robbery attempt and attempted murder of Officer Isaac Aleman on 9/21/09 at the 7-11 Store, 4647 Wilson Road. Kristopher Brian Fanning is wanted for attempted murder on a police officer, aggravated assault on a peace officer, attempted robbery, conspiracy and participation in a criminal street gang. The sixteen and seventeen year old juveniles previously arrested for the conspiracy, attempted robbery and attempted murder will also be charged with the aggravated assault and participation in a criminal street gang. Fanning is described as a Black male, 16 years old, 5’10” tall, 150 pounds, black hair, and brown eyes. He is suspected to be armed and is considered to be dangerous. Anyone with information regarding the whereabouts of Fanning is encouraged to call the Bakersfield Police Department at 327-7111or 911. Release September 23, 2009 On 9/22/09, at 6:30 p.m., the Bakersfield Police Department Special Enforcement Unit located Kristopher Fanning at an apartment in the 1800 block of Hasti Acres Drive. Fanning was arrested for attempted murder on a police officer, aggravated assault on a peace officer, attempted robbery, conspiracy, and participation in a criminal street gang. Also arrested was Archie Weir 27, and Dereall Watson 29, for harboring a felon, conspiracy, and participation in a criminal street gang. In addition to the aforementioned charges, Weir was arrested for violation of parole and parolee in possession of ammunition. Release September 24, 2009 Bakersfield Police have identified and arrested a fourth fourth suspect involved in the robbery attempt and attempted murder of Officer Isaac Aleman on 9/21/09 at the 7-11 Store, 4647 Wilson Road. Geneva Fanning 18 was identified as the driver of the vehicle utilized in the robbery attempt of the 7-11 Store which resulted in the shooting of Officer Aleman. Fanning was arrested today at 3:00 p.m., in the 500 block of Isla Bonita Street for attempted murder on a police officer, aggravated assault on a peace officer, attempted robbery, conspiracy and participation in a criminal street gang.
