Follow up Report - Swimming Pool Analysis and Recommendations - Dianne Hoover Recreation and Parks Director Dianne Hoover stated that the Kern High School District, along with the City, does not have the financial resources necessary to improve the conditions of Planz Pool. Recreation Supervisor David Stricker informed the Committee that the Kern High School District and Garces High School were going to be paying additional direct costs of renting the pool facilities. It is expected Kern High School District will be paying 100% of the cost by 2010, and Garces High School by 2011. The Kern High School District and Garces High School both agreed to also purchase energy efficient Pool covers for Silver Creek and Jefferson Pools. The pool covers will help reduce the direct operating costs of using the facilities. The Yosemite League Meet, which is usually held at Bakersfield College or Cal State Bakersfield, was held at McMurtrey Aquatic Center on Friday May 1, 2009 because the heater system at Bakersfield College was not working at the time. B. Update on Park Projects - Dianne Hoover Recreation and Parks Director Dianne Hoover provided an update on park projects, • Aera Park: The grand opening was held April 18, 2009, • Stiern Park: Kaiser donated $75,000 and Game Time matched the $75,000 for playground equipment, The Park playground opened on May 1, 2009. • Mill Creek Central Park: The grand opening is scheduled for May 29, 2009. There will also be a grand opening event on Saturday, May 30, 2009 between the hours of 11:00 a.m. to 4:00 p.m. The restroom building will be completed by June; and the bridge on 21St Street is now open. Committee member Sue Benham asked if the Farmer's Market at the Golden State Mall would like to relocate to Mill Creek Central Park. Recreation & Parks Director Dianne Hoover stated that the owner was not interested in opening another Farmer's Market until springtime of 2010. Committee member Sue Benham asked staff to look into others who would like to open a market at Mill Creek, and to touch base with the owner of the Golden State Mall Farmer's Market regarding the possibility of relocating to Mill Creek. • Graystone Park. This park is part of the Fire Station 14 construction. Construction is scheduled to begin in a month at Mtn. Vista Drive and Harris Road. This park is scheduled to be completed when the Fire Station opens in January or February of 2010. • Saunders Sr)rav Park Equipment is preset and completion of the plumbing and concrete pad is almost complete. The grand opening is scheduled for June 2009. • Mesa Marlin SDOrtS Complex: The State is releasing he g grant money to begin construction of this park, The construction of Phase 1 of this project, which includes four lighted diamonds, a parking area, and a central restroom/storage building, is expected to begin the summer of 2009 and completed by summer 2010. Community Service Committee May 4, 2009 Page 3 • Bakersfield Sports Village: Bidding for Phase 1 is scheduled to move forward by Spring 2009. Phase 1 includes eight fields, parking lot and roads to lead from the parking lot, which are scheduled to be completed by spring 2010. Committee member David Couch asked staff to research for a policy stating specific restrictions involving large commercial developments to include streets bordering all surrounding areas of the commercial development to help maintain circulation of traffic with in the park. • Kern River Upland Proiect• This is a proposed project along the bike path between Chester and Golden State Avenues. This project will have decks and walkways with interactive signs to teach people about the purpose of the Kern River and the canals. • Future Playground Renovations: • Lowell Park: A complete renovation of the playground is scheduled to begin next fiscal year. • Kroll Park: A major renovation of the playground was included in the 2008- 2009 CIP budget. Neighbors are going to be doing some fundraising to match the City funds to contribute for the renovation. • Corvallis Park: A complete renovation of the playground is included in the CIP budget for next fiscal year. • Amberton Park & Campus Park: Complete renovations of the playgrounds in both parks will be proposed 2009-2010 CIP projects utilizing park improvement funds. • Beach Park: A major renovation of the playground is a proposed 2009-2010 CIP project utilizing Park Improvement and Capital Outlay funds. C. Adoption of the 2009 Committee Meeting Schedule Adopted as submitted. 5. COMMITTEE COMMENTS Recreation and Parks Director Dianne Hoover informed the committee that the City of Bakersfield Recreation and Parks Department had been selected by the National Recreation and Parks Association as a gold medal finalist in the 2009 Gold Medal Program. Every year a gold medal is awarded to one city/agency in each category for Excellence in Park and Recreation Management. The City of Bakersfield qualified under the Class I category of a population of 230,000 and above. Written information was submitted; and after being selected as a finalist, a short twelve-minute video needs to be submitted. There are a total of four finalists: Raleigh, North Carolina; Milwaukee County Wisconsin; Fort Worth, Texas; and Bakersfield, California. Committee Chair Jacquie Sullivan praised the Recreation and Parks Department for achieving nationwide recognition. 6. Rojas, Public Works Director DATE: October 28, 2009 SUBJECT: Parks Projects Update The following is a status summary of the various Park projects currently ongoing: Mill Creek • Construction underway • Cost proposal for Mexicali wall improvements were received and found to be acceptable. • Pre-fabricated restroom for Central Park is scheduled to be delivered in mid November. • Original project completion November 2009, delayed to January 2010 due to Mexicali wall construction. • The project consists of improvements at Central Park and along the Kern Island Canal including canal enhancements, landscaping and irrigation, walkways, lighting, etc. Mesa Marin Sports Complex • Contract awarded on August 19, 2009 • Construction began October 26, 2009 • Estimated project completion is August 2010 • The project consists of 4 softball fields, lighting for the fields and a restroom/concession stand Sports Village (Phase 1) • Contract awarded on September 9, 2009 • Construction is scheduled to begin November 2009 • Estimated project completion is November 2010 • The project consists of 8 soccer fields, lighting for the fields, a restroom/concession stand, and a portion of the lake Kern River Upland and River Edge Restoration Proiect • Design currently 80% complete • Estimated design completion January 2009 • Estimated construction contract award by City Council March 2010 • Estimated construction start date April 2010 • Estimated project completion Spring 2011 • The project consists of planting native plants (trees and grasses); installing irrigation system; and constructing decomposed granite and boardwalk paths, information kiosks, and a bridge over the Carrier Canal to provide access from parking lots at the Sam Lynn Baseball Park. For years now the city and county has developed bike paths, walking paths, hiking paths, sports parks in and around the city of Bakersfield. Today we want to discuss building a riding area for the 1000's of families that ride offroad motorcycles. This is a big group of people that has been for too long ignored in our community. I would like the City to consider the Water reclamation area at Mt. Vernon and Hwy 58. This is 80 acres of land that would be ideal for our needs. I have some photos of the Riding park that the city of Porterville built in exactly the same kind of property. The Porterville park is using 20 acres. This land can contain very basic riding areas for adults and children. The property would be paid for by fee based usage. I have Mr Stu Peters with me to give you an overview and answer any questions regarding Insurance. Mr Peters is the owner of CMC a racing and offroad riding organization dedicated to this family sport. Your support for this project will be a giant step forward in equal opportunity for kids and families that enjoy this recreational sport. Marc rode the AMA & CMC Nationals for several years, racing the 250/500cc Pro classes from Coast to Coast. Marc has raced in Canada, Europe and South America too. He got involved in track layout in the late 1980's and in 1991 was running heavy equipment and actually building the tracks he raced on. Marc has gained experience starting with the 1991 & 1992 FIM US Grand Prix track at Glen Helen, and CMC Golden State MX Nationals from 1991 to 2002. Not only layout and design, but complete building from starting area to finish line. Along this road Marc has built Noleen's SX tracks, among his other credits include Outdoor tracks for Quail Canyon OHV Park, So Cal Raceplex (Badlands), Sunrise Valley Raceway, Competition Park and Glen Helen Raceway. Marc has numerous tracks that he has built throughout the United States, too many to mention here. His experience with `build it with safety in mind' tracks have made him the Track designer to the Stars of Motocross. Also with his hundreds upon hundreds of hours, of hands on time building and laying out these tracks, makes it a hard combination to beat. At that time, I shared with you the State's on-going concerns regarding a number of issues pertaining to the proposed off-highway vehicle park. Although the EIR had been approved County Planning Commission, these outstanding issues were of significant oncern to the State and we felt it necessary to ask for additional time to review. Over the past two months, we have continued to investigate these outstanding issues in an attempt to achieve a resolution which would allow us to move forward with the park. To date, unresolved issues that cannot be determined still remain and are of significant concern. Studies that have been conducted reveal substantial problems for the development and sustainability of an off-highway vehicle park. Based on the information we have received, 1 am sorry to report the Off-Highway Motor Vehicle Recreation (OHMVR) Division has concluded it is not in the best interest of the State to continue with the development of this proposed site as an SVRA. The issues which will prevent the State from having a successful and sustainable off-highway vehicle park at this location are as follows- a, ils; The OHMVR Division is required by statue to provide and manage off-highway motor vehicle recreation areas in a manner that will sustain long-term use. Areas and trails must be maintained to appropriate soil standards to prevent unnecessary and accelerated erosion. The Division hired the services of the California Geological Survey (CGS) to analyze the topography and soils at the proposed Bakersfield OHV site. Although this topic had been reviewed in the EIR, it was not analyzed to the level of specificity required by the State to comply with applicable Soil Standards. Due to a lack of vegetation, lack of available water, thin silty soils and soft Tertiary sediments, management of this area presents significant technical challenges for managing sustainable long-term OHV recreation. Because of these challenges, operating costs related to monitoring, maintenance, enforcement and restoration would be unacceptably high when compared to other managed facilities of similar size. Adobe Canyon Road traverses through three neighboring properties but provides no legsl ingress or egress. Efforts to Purchase land for an access have proved unsuccessful due to ownership issues, proposed development and conflicting land values. The State has an option agreement with the Project site property owner, but without access to the site, this agreement will soon expire. In-Hold rnas: In late September, the State received word that a property owner located within the Proposed park boundary was not willing to sell their property. These in-holdings present significant challenges in the States ability to develop and operate the park because they lie in the heart of the proposed site, creating obstacles to traffic circulation and essentially cutting the eastem half of the park in two. If home sites are later developed on the in-holding property, experience has shown that litigation regarding the impact of dust and noise to the residents could have extremely adverse impacts on our ability to allow continued off-highway vehicle use in the vicinity. In addition, approximately 950 acres is owned by the United States and managed by the Bureau of Land Management. These lands include unrestricted surface ent and surface mining rights for oil, gas and mineral resources. These �' sub- upon the sale of the property. rights will not be removed Dust: The soils overlying the Tertiary sediments are thin and the underlying Tertiary sediments are generally soft. While the grasses do provide for some measure of erosion protectio the soils and Tertiary sediments will not hold up well to the mechanical erosion caused by OHV recreation. n, Wrth annual rainfall of approximately six to ten inches r prohibitively expensive to control dust. Addressing concerns expressed t ssed by el Central d Valley Air Resources Board would significantly increase the cost of park development and operation. Valley Fever The soils at the proposed park have a high probably for containing Coddidioides immiti s, or galley fever"spores. While we realize this issue is pervasive throughout the Central Valley, studies conducted by staff from CGS indicate the probability that the spores are present in the soils at the proposed park location. This is consistent with the high concentrations of spores known to exist at the nearby Sharktooth Hill bone bed. As a Potential SVRA, the proposed park would attract visitors from the local area as well as from throughout the State. The danger of exposing visitors to the significant levels of Coddidioides immitis, and the attendant risk of litigation, are unacceptably high. Kern County Board of Supervisors December 19, 2006 Page Three Any one of these issues alone would be reason for concern. Taken as a whole, they are insurmountable. We could continue to examine and analyze for weeks and months and end up where we find ourselves today. Instead, we should move forward with locating another site which is more conducive to supporting off-highway vehicle activities. g Y recreafional I This has been an extremely difficult decision. However, as managers of the Off-Highway Vehicle Trust Fund, we have a fiduciary responsibility for the program. As we move forward, the State recognizes the need to identify an off-highway vehicle park in the Bakersfield area.
