(15th) day following the date of the contract g g for said work. lA CITY OF BAKERSFIELD, CALIFORNIA DEPARTMENT OF PUBLIC 1hlOR KS SECTION 1. PROPOSAL REQUIREMENTS (a) GENERAL INFORMATION. The Purchasing Officer of the City of Bakers- field, California, will receive at~her office, City Hall, in said City, until 2 o'clock P.M. on ~ 1~~6 sealed proposals for Traffic Signal ~~~rstems on Auburn Street at Columbus Street, (b) PROPOSAL FORI~i. A11 proposals must be made upon blank forms to be obtained from the Purchasing Officer, the form of which appears herein immediately following these specifications. All proposals must give the prices proposed, both . in writing and figures, and must be signed by the bidder, with his address. If the proposal is made by an individual, his name and post office address must be shown. If made by a firm or partnership, the name and post .office address of each member of the firm or partnership .must be shown, If made by a corporation, the proposal must show the names of the state under the laws of which the corporation was chartered and the names, titles, and business addresses of the president, secretary and treasurer. (c} BIDDER'S .GUARANTEE. All bids shall be presented under sealed cower and shall be accompanied by a certified check or bid bond made payable to the pity of Bakersfield, for an amount equal to at least ten percent (IOa of the amount of said bid, and no bid shall be considered unless such certified check or bid bond is enclosed therewith. (d) RETURN OF BIDDER.'S GUARANTIES. Within ten (10) days after the award of .the contract, the City of Bakersfield will return the proposal guaranties ` accompanying such of the proposals as are not to be considered in making the. award. A11 other proposal guaranties will be held until the contract has been finally executed, after which they will be returned to the respective bidders whose. proposals they accompany. - (e} CONTRACT BONDS. The Contractor shall furnish two good and sufficient ..bonds. One of the said bonds shall guarantee the faithful performance of the said contract by the. Contractor and shall be in an amount equal to one hundred percent (100 a) of the contract price. The other of the said bonds shall be in an amount of fifty percent. (50 o} of the contract price and shall be furnished as required by the terms of an-act entitled: "An act to secure the payment of the claims of persons employed by contractors upon public works, and the claims of persons who furnish materials, supplies, teams, implements, or machinery used or consumed by such contractors in the performance of such works, and prescribing the duties of certain public officers with respect thereto," approved ~Iay 10,1919, as amended. Forms of bonds required may be obtained at the office of the Cit}r Attorney. 2 Whenever any surety or sureties on any such bonds, or on an bonds re- Y quired by law for the protection of the claims of laborers and material men become insufficient, or the Mayor has cause to believe that such surety or sureties have become insufficient,a demand in writing may be made of the Contractor for such further bond or bonds or additional surety, not. exceeding that originally required, as is considered necessary, considering the extent of the work remaining to be done. Thereafter no payment shall be made upon such contract to the Contractor or any assignee of the Contractor until such- . further bond or bonds or additional surety has. been furnished. (f) REJECTION OF PROPOSALS CONTAINING ALTERATIONS, ERASURES OR IRREGULARITIES. Proposals may be rejected if they show any alterations~of form, additions not called for, conditional or alternative bids, incom lete.bids eras® p ores or irregularities of any kind. Proposals in which the prices obviously are unbalanced may be rejected. The right is reserved to reject any and all proposals. (g) AWARD OF CONTRACT.. The award of the contract., if it be awarded will be made within thirty (30) days after the opening of the ro osals. p p (h) EXECUTION OF CONTRACT. All contracts shall be considered as being made and entered into in the City of Bakersfield, California., Failure to execute a contract and file acceptable bonds as provided herein within ten (10} days, not .including Sundays, after the bidder has received notice that the contract has been awarded, shall be just cause for .the cancella- tion of the award and the forfeiture of the proposal guaranty. (i) EXAMINATIONS OF PLANS, SPECIFICATIONS, SPECIAL PROVISIONS, AND SITE OF WORK. The bidder is required to examine carefully the site of, the pro- posal, plans and specifications, and contract~fdrms for the work contemplated, and it will be assumed. that the bidder has ihvestigated and.. is satisfied as to the conditions to be encountered, as to the character,. quality, and uantities ofwork to b q • . e performed and materials to be furnlshed,,and as to the requirements of the specifications, the special provisions, and the 'contract. It is mutually agreed that the submission of a proposal shall be considered prima facie evidence that the bidder has made such examination. . .~F•I 1 SECTION 2. SCOPE OF WORK • (a) WORK TO BE DONE. The work to be done consists of furnishing all labor, materials, methods and processes, implements, tools and machiner , exce t Y p as otherwise specified,. which are necessary and required to construct the proposed improvements, as designated in the contract, (b) ALTERATIONS. By mutual consent in writing of the parties signatory to the contract, alterations or deviation, increases or decreases, additions or omissions, in the plans and specifications, may be made and the same shall in no way affect or make void the contract. for accuracy of dimensions and details, and that the Contractor shall be r.espon- sible for agreement and conformity of his working plans with the approved plans and specifications. (c) CONFORMITY WITH PLANS AND ALLOWABLE DEVIATION. Finished surfaces.;`. in all cases shall conform with the fines, grades, cross-sections, and dimensions shown. on the approved plans.. Deviations from the approved plans, as may be re- . quired by the exigencies of construction will be determined in all cases. by the Engineer and authorized in writing. (d) COORDINATION OF PLANS, SPECIFICATIONS, AND SPECIAL PROVISIONS, These specifications, the plans, special provisions, and all supplementary ~ . documents axe essential parts of the contract, and a requirement occurring in .one is as binding as though occurring in all. They are intended to be cooper- ative, to describe, and to provide for a complete work. Plans shall govern over. specifications; special provisions shall govern over both specifications and plans. City specifications shall govern over State Standard Specifications. (e) INTERPRETATTON OF PLANS AND SPECIFICATIONS. Should it appear that ' the work to be done, or any matter relative thereto, is not sufficiently detailed or explained in these specifications, plans,, and the special provisions, the con® tractor shall apply to the Engineer for such further explanations as may be necessary, and shall conform to such explanation or interpretation as part of . the contract, so far as may be consistent with the intent of the original speci- fications. ~In the event of doubt or question relative to the true meaning of the specifications, reference shall be made to the City Council, whose decision thereon shall be final. In the event of any discrepancy between any drawings and the figures written thereon, the figures shall be taken as corrects (f) SUPERINTENDENCE. Whenever the contractor is not present on any part M ~ of the work where it may be desired to give direction, orders will be given by the Engineer in writing, and shall be received and obeyed by the superintendent or foreman in charge of the particular work in reference to~which orders are given. LINES AND GRADES. All distances and measurements are given and~will Cg) . be made in a horizontal plane. Grades are given from the top~of stakes or nails, unless .otherwise noted on the plans. These consecutive points shown on the same rate of slope must be used in common, in order to detect any variation from a straight grade,,-and in case any such discrepancy exists, it must be reported to the Engineer. If sL~ch a discrep® ancy is not reported to the Engineer, the contractor shall be responsible for any error in the finished work. ' The contractor shall give at least 24 hours' notice in writing when he will require the services of the Engineer for laying out any portion of the work. The contractor shall furnish the Engineer such facilities and labor, necessary for making and maintaining points and lines, as he may require. Labor furnished by the contractor for such purposes will be paid for as Extra Work. The contractor shall preserve all stakes and points set for lines, grades, or measurements of the work. in their proper places until authorized to remove them by the Engineer. Before submitting bids, Contractors shall be licensed in accordance with the provisions of Section 7055 of Business ~ Professions Code. .h PERMITS AND LICENSES. The Contractor shall procure all permits and ( ) licenses, pay all charges and fees, and give all notices necessary and incidental to the due and lawful prosecution of the work. (.i) PATENTS. The Contractor shall assume all responsibilities arising from the use of patented materials, equipment, devices, or processes used on or incorporated in the work. (j) PUBLIC CONVENIENCE AND SAFETY. The Contractor shall so conduct his operations as to cause the least possible obstruction and inconvenience to public traffic. Unless other existing. streets are stipulated in. the special provisions to be used as detours, all traffic shall be permitted to pass through the work. Residents-along the road or street shall be provided passage as far as practicable. Convenient access to driveways, houses and buildings along the road or street shall be maintained and temporary crossings shall be provided and main® tained in good condition. Not more than one cross or intersecting street or road shall be closed. at any time without the approval. of the Engineer... The Contractor shall furnish, erect, and maintain such fences, barriers, lights, and signs as are necessary to give a~deauate warning to the public at all times that the improvement is under construction and of .any dangerous conditions to be encountered as a result thereof, and he shall also erect and maintain such warnings and directional signs as may be furnished by the City. Full compensationfor conforming to the provisions of this Section S (j) shall be considered as included in the prices paid for the various. contract items of work and no additional compensation will be allowed therefor. k) P~ESPONSIBILITY FOR.DAMAGE. The Contractor shall indemnify and save harmless the City of Bakersfield, the Cit. Council, and the Engineer from any suits, .claims, ox actions brought by Y any person or persons for or on account of any injuries or damages sustained or arising in the construction of the work or inconsequence thereof. 1 CONTRACTOR'S RESPONSIBILITY FOR WORK. Except as provided above, until O the formal acceptance of the work by the City Engineer, the Contractor shall have the charge and care thereof and shall bear the risk of injury or damage to any part thereof by the action of the elements or from any other cause, whether arising from the execution or from the non-execution of the work. It is further agreed that incase the work called f'or under the contract is not finished and completed in all parts and requirements within the time specified the City Council shall have the right to extend the time for comple- tion or not,. as may seem best to serve the interest of the City; and if it decides to extend the time limit for the completion of the contract, it shall further have the right to charge to the Contractor, his heirs, assigns or sureties, and to deduct from the final payment for the work,~all or any part, as it may deem ro er, of the actual cost of engineering, inspection, superintendence, and, p p other overhead expenses which are directly chargeable to the contract, and w i h accrue durin the eriod of such extension, except that the cost of final h c g p surveys and preparation of final estimate shall not be included in such charges.. The Contractor shall not be assessed with liquidated damages nor the cost of en ineerin and inspection during any delay in .the completion of the work g g caused by acts of. Contractor and his sureties, who will be liable p g g 11 a ment shall be required to be made, when in the judgment of the City Engineer .pY the work is not proceeding in accordance with the provisions of the contract, or when in his judgment the total value~of the work done since the last estimate amounts to less than Three Hundred Dollars~($300.00). c FINAL PAYMENT, The City Engineer shall, after the completion of the contract, make a final estimate of ,the amount of work done thereunder, and the value of such work, and the City of Bakersfield shall pay the entire sum so found . to be due after deducting therefrom all previous payments and all amounts to be kept and all amounts to be retained under the provisions of the contract. All prior partial estimates and payments shall be subject to correction in the final estimate and payment. The final payment shall not be due and payable until the . expiration of thirty (30) days from the date of acceptance of the work by the City Council. It is mutually agreed between the parties to the contract that no certif- icate given or payments made under the contract, except the final cextificate or final payment, shall be conclusive evidence of the performance of the contract, either wholly or in part, against any claim of the party of the first part, and no payment shall be construed to be an acceptance of any defective work or improper materials. And the Contractor further agrees that the payment of the final amount due under the contract, and. the adjustment and payment for any work done in accordance with any alterations of the same, shall release the City. of Bakersfield, the City Council, and the Engineer from any and all claims or liability on account of work performed-under the contract or any alteration thereof, d SUBSTITUTION OF SECURITIES. Whenever herein proyision is made for O withholding or retention of moneys to ensure performance,..substitution of an e uivalent amount value of securities shall be permitted in accordance with the q ( j provisions and requirements of Government Code Section 4590. SECTION 8. PROVISIONS. OF~STAPdDARD SPECIFICATIONS. This work embraced herein shall be done in accordance with the- appropriate rovisions of construction details, Section 10 to Section 95, "inclusive, of the P Specifications entitled "State of California, Business Trar~sportation.Agency, . De artment of Trans ortation, Standard Specifications. January 1981," insofar p p. as the same may apply, which specifications are hereinafter referred to as the Standard Specifications,.and in accordance with the .following special provisions, Whenever in the Standard Specifications the following terms are used, they shall be understood to mean and refer to the following; Department of Transportation,~Business .Transportation Agency, CALT~ANS - The Engineering Department of the City of Bakersfield. Director of Public Works - City Engineer, City of Bakersfield. Engineer - The City Engineer, acting either directly or through properly authorized agents, such agents acting w~ithiri the scope of the particular duties entrusted to them. . Laboratory - The designated laboratory authorized by the City of Bakersfield to test materials and work involved in the contract. State - The City of Bakersfield. 13 ' Other terms appearing in the Standard Spec~.fications, the general pro- .visions, and the special provisions, shall have the intent and meaning;specified~ in Section 1, Definition of Terms of the Standard Specifications. . In the event that. any portion of the Standard Specifications incorporated herein shall conflict with any of the provisions delineated in the. special prop-,~_ visions section herein set forth.,.. the. provisions so delineated shall take.prece- deuce over and shall be used in lieu of such conflicting portions of the Standard Specifications. r SECTION 9. MATERIALS The City of Bakersfield shall furnish the controller, cabinet assembly and the street name sign panels. The Contractor sY~all furnish, for use under these special provisions, all other materials required to complete the attached contract. City furnished materials shall be made availabe to the Contractor at the City Corporation Yard, X101 Truxtun Avenue, SECTION 12. DESCRIPTION OF WORK The work to be done consists, in general, of installing signs, traffic signals and lighting and median modification. Such other items or details, not mentioned above, that are required by the plans, Standard Specifications, or these special provisions shall be performed, placed constructed on installed. Said work to be done is specifically shown, marked and detailed upon a Plan entitled; Traffic, Signal Systems on Auburn Street at Columbus Street . 16 SECTION 13. GENERAL PROVISIONS (a) PUBLIC SAFETY AND PRESERVATION OF PROPERTY. Attention is directed _ to Section 7 of the Standard Specifications. The Contractor shall com ly with the rovisions of this section ~ p p ,except as otherwise directed by the Engineer. Such provisions for public safety shall meet the minimum re uirements and q shall be subject to the. approval of the City Engineer. Full compensation for complying with the re uirements of this section a shall be considered as~included in the contract prices paid for the various .items of work and.. no additional compensation will be allowed therefor. (b) OBSTRUCTIONS. Attention is directed to Section 8-l.l0~ "Utilit. Y and. Non-.Highway Facilities," of the~Standard Specifications, the plans, and the special provisions. Where extra work is~required by said section it shall be paid. far as provided. in Section 7. (a) of these specifications, The Contractor will.. be required to work .around public utility facilities and other improvements that are to remain in place within the construction area ar that are to be relocated and relocation operations have. not been completed. In accordance with the provisions ~ of Section 7-1.11, "Preservation of Property," : and 7-1.12, "Responsibility for Damage,' of the Standard Specifications, the Contractor will be liable to owners of such facilities and improvements fore any .damage or interference with service resulting from conducting his operations. The. exact locat~.on of underground facilities and improvements. within the can- tract-ion, area shall be ascertained by the Contractor .before using eq.uipment~ that may damage such. facilities or interfere with the services. Other forces may be engaged in moving or xemoving utility facilities or other im rovements . p , or maintaining services or util~.ties. The Contractor shall cooperate with such fo.rce5 and conduct his operations in such a manner as to avoid any unnecessary delay or hindrance to the~work being performed by other such forces. Any delay to the Contractor due to utility relocation whether or not the utility is shown or correctly located on the plans will nat be compensated.. for ds i~tle time.. However., additional contract time commensurate with such delays may be allowed.. At locations where irrigation systems exist, the Engineer will direct the Contractor as to what steps dill be required to protect the irrigation system and the area it serves. The Contractor shall replace the irrigation system. as directed by the Engineer.. . Existing eland subdivision monuments and stakes shall be fully protected from damage or displacement and they shall not be disturbed unless directed by the .Engineer. Except in the case of extra work, full compensation for conforming to the requirements of this article shall be considered as included in the prices paid for the various items of work and no additional compensation will be made therefor. The provisions of Sect ion ~-1.. 03B, 1~-1.03B(1) , and ~+-1.03 (2 } , of the Standard ~Specif icat ions relative to increases or decreases in the quantity of a contract item of work when no change in the character of the work is involved shall not apply to any contract item of work in this proposal and the City reserves the. right to increase or decrease the quantity of any item or portion of work as may be deemed necessary or in the best interest of the City. (i) WORK IN CITY STREETS. All of the work shown on the plans and included in these specifications that is located in the public streets in the City of Bakersfield shall be done in accordance with City Ordinances regulating the use of public streets within the City,. except as otherwise provided herein, The Contractor shall inform himself as to all regulations and requirements of the City Engineer and Superintendent of Streets of the City of Bakersfield and shall conduct his operations in compliance therewith. (j) PERMITS AND LICENSES. The contractor shall procure all permits and licenses, pay all charges and fees and give all notices necessary and incidental to the due and lawful prosecution of the work. (k) MAINTAINING TRAFFIC , Attention is directed to Sections 7-1.08 , "Public Convenience," .7-1.Og, "Public Safety," and 12, "Construction Area Traffic Control Devices," of the Standard Specifications and to the Section entitled "Public Safety" elsewhere in these general provisions, and these .special provisions,. Nothing in these special provisions shall be construed as relieving the Contractor from his responsibility as provided in said Suction 7-l,Og, Lane closures ~sh~l.~ conform. to the provisions in the section of these special provisions entitled "Traffic Control System for Lane Closure", Personal vehic~.es of the Contractor's employees -shall not be parked on the traveled .way or shoulders, including any section clooed to public traffic, Lanes shall not be closed between 7:00 am and 8:30 am and between 4:30 pm and 6:00 pm. Except work required under said Sections 7-1.0$ and 7-1.Og, work that interferes with public traffic shall be performed only during the hours shown for lane closures. The full width of the traveled wa.y shall be open for use by public traffic on Saturdays, Sundays and designated legal holidays, after 3:00 pm on Fridays. and the day preceding designated legal holidays, and when construction operations are not actively in progress . ,Designated legal holidays are; September 2, November 1, November 28, November 2g, December 24, December 25, December 31 of 1g8~; January 1, Febru-~ ary 12, February 17, May 26, July 1, and July of 1g86, Traffic shall be permitted access to abutting property at all time s over the entire project limits. The Contractor shall direct and supervise traffic as instructed by the Engineer and shall comply with the instructions and direct ions relative thereto , l~ SECTION 15t SPECIAL PRO~IISIONS-STREET IN~PROVEMENTS (a) DESCRIPTION, This work consists of the removal of median islands on Auburn Street, concrete removal, constructing a wheel chair ramp, curb, gutter and sidewalk and other miscellaneous items in conformance to the plans and these special provisions, Median modification shall be made ,prior to placing .asphalt overlay. (b) EXISTING HTGHWAY FACTLTTIES. The work performed in connection with median modifications and the various existing highway facilities shall conform to the provisions in Sect-ion 15, "Existing Highway Facilities," of the Standard Specifications, the plans and these special provisions. Existing facilities removed shall be disposed of conformance to the provisions in Section 7-1.1.3, "Disposal of Material Outside the Highway Right of Way,." of the Standard Specifications. 1. REMOVE PAVEMENT , . Existing base and b i tum~.n ous suxf ace shown on the plans to be removed shall be removed to the depths and limits shown. Resulting holes and depressions shall be backfilled with earthy material selected from excavation or imported fill to the lines and grades by the Engineer. REMOVE CONCRETE ~ CONCRETE CURBING. (c) EARTHWORK. Earthwork shall conform to the provisions in Section 19, "Earthwork," of the Standard Specifications and these special provisions. The relative comp action limits specified in the second paragraph in Section 19-5.03~of the Standard Specifications are amended to the limits shown on the Typical Cross Sections. Section 19-1.01 Shall be amended. to include A..S.T.M. D1s57-70, -Method "C", Standard Test Method for Moisture-Density~Relations of soils using 10 lb. (4.5 - kg) yammer and 18" (457 - mm) drop may be used for all City Comp action Tests. 3. IMPORTED.~.BORROW~; Imported borrow shall be placed as directed by the Engineer and shall conform to the provisions of Section 19~-7, "Borrow Excavation," of the Standard Specifications, the plans and these special provisions. 4. BACKFILL AND PAVEMENT PA'~CHING. Backfil.l shall be in conformance. with City Standard Trench Backfill and Comp action Requirements (see Detail S-39 attached) . ,Patches in existing pavement shall meet the City Standard for pavement patches (see Detail S-b ~afitached~) ; Pavement . patches shall be completed prior to resurfacing. 5. PREPARING. SUBGRADE. The finished subgrade immediately prior to placing aggregate basethereon shall have a relative compaction of not less than. 90 percent for a depth of 0..5 foot ~as determined by. Test Methods No. Cali.f.~~ ~2I6. or 231. The subgrade shall be smooth and uniform and true to the required grade and cross sections. The surface of the grading plane at any point shall not vary.more,than.O.QS foot above or 0.10 ~ foot below the. grade established. by the Engineer. subgrade .that .does not conform to the above ~ requirements shall, . be reshaped and recompacte,d to .meet thee. speca.fie.d requirements. at the ~ . Compensation for furnishing all labor, materials, tools, and equipment, . and. for doing all the work necessary and required to construct the subgrade. complete in place including furnishing, hauling., and applying water and comp acting the subgrade to a depth~of 0,5 foot ,shall be con- sidered as included in the prices paid for the various contract items of work and no additional compensation will be allowed therefor. t (d) FINISHING ROADWAY, Finishing roadway shall conform to the provisions of Section 22 of the Standard Specifications. Full compensation for finishin- roadway shall be considered as included in the prices paid for the vaious contract items of work, and no additional compensation will be a1low~ed therefor, (e) AGGREGATE BASE. Aggregate base shall be furnished, spread and ~ compacted in ,conformity with the lines, grades and dimensions shown upon the plans and.in acc©rdance with the requirements of Section 26 of the Standard Specifications and these special provisions. Aggregate base shall be Class 2 aggregate base conforming to the requirements of Section~26~-1.02B of the Standard Specifications for 3/4 inch maximum sized aggregate. Gl. MEASUREMENT AND.PA~MENT; ;Aggregate base will be measured by th.e ton, weighed on platform scales furnished by the Contractor or on public scales, in accordance with Section 9 of .the Standard Specifications.. The expense of weighing shall be borne by the Contractor. . Aggregate base will be paid for at the contract price per ton which price shall include full compensation for furnishing all labor., materials, tools and equipment and for doing all the woxk.involved in~placing and comp acting the aggregate base, and preparing subgrade as specified in Section . I4 (c) fib) herein. 22. Full compensation for furnishing and applying water as required~in K these specifications .and special provisions and additional watering re qu:ired ~to hold the base intact between the time of completion of compaction and the construction of asphalt concrete surfacing shall be considered as included in the prices paid for the various contract items of work and no additional allowance will be made therefor. (g } ASPHALTIC PAINT BINDER, Asphaltic paint binder shall be asphaltic emulsion and shall be furnished and applied as set forth in Section 39-~ of the Standard Specifications and at the rate of 0, 05 gallon per square yard of surface covered, Furnishing all labor, materials, tools and equipment for applying asphaltic paint binder shall be considered as included in the contract price paid per ton for Asphalt Concrete Type "B" and no additional compensation will be allowed therefor. (h} ASPHALT CONCRETE, Asphalt concrete shall be T e "B" and Yp shall conform to the provisions of Section 3g of the Standard Specifications and these special provisions. Asphalt concrete Type "B" shall have a bituminous binder of paving asphalt of AR x+000 viscosity grade, unless otherwise directed by the Engineer, and :,hall conform to the requirements shown in the table for "Steam-Refined Paving Asphalts" in Sect ion 92 of the Standard Specifications . The amount of bituminous binder to be mixed with the mineral aggregate shall be..between 5 percent and 7 percent by weight of dry mineral aggregate.. The exact amount of bituminous binder to be mixed with the mineral aggregate ..will be determined by the Engineer . The combined mineral aggregate for asphalt concrete Type B placed on the roadway shall conform to the grading specified for the 3/4" maximum, medium grading shown in the table under Section 39-2, 02 o~f the Standard Specifications. Asphalt coneret~ surfacing shall be constructed in accordance with the requirements of Sect-ion 39 of the Standard Specifications with the following modifications A prime coat shall not be applied to the base prior to placing asphalt concrete surfacing. Quantities for curb and gutter. for payment will be the actuallength in feet constructed as determined form field measurement, Curb and gutter will be paid for at the respective contract prices per linear foot which price shall include full compensation for furnishing all labor, materials, tools and equipment and .for doing all the work necessary to construct the item complete in place , including but not 1 imit ed to , excavation and backfill transitions to meet curb of various heights and construct breakdowns fob driveways and wheelchar.,ramps. Full compensation for cast-in-drilled hole concrete pile foundations shall be considered as included in the contract lump sum price paid for the item requiring foundations and no separate pa}~ment will be made therefor. ~ ~ ~ SECTION 17. SPECIAL PROVISIONS -Remove Traffic Stripes and Pavement Markings. a~ REMOVE TRAFFIC STRIPES AND PAVEMENT MARKINGS. Traffic stripes and pavement markings to be removed will be as shown on plans and as designated by the Engineer. Traffic stripes and pavement markings shall be removed to the fullest extent psossible form the pavement by any method that does not materially damage the surface or texture of the pavement. or surfacing. Where blast cleaning is used for the removal of painted traffic stripes and pavement .markings, the area shall be ,shielded so that no material from the blasting oper. at ion i s allowed to enter the area that is open. to public traffic, Sand or other material deposited on the pavement as a result of removing traffic stripes and markings shall be removed as the work progresses. Accumulations of sand. or other material which might interfere with drainage or might constitute a hazard to traffic will not ber permitted. Traffic stripes shall be removed any change is made in the traffic pattern, Blast cleaning for removal of traffic stripes shall be feathered out to irregular .and varying widths. Pavement maxkings s~aall be removed by blast el.eaning a rectangular area, rather than.. just lettering or markings, so the old message cannot be identified, After removal of traffic stripes and pavement markings, a fog seal coat shall be applied in conformance with the provisions in Section 37, "Bituminous Seals, " of the Standard ,Specifications and the following: In traffic stripe removal areas, the fog seal coat shall be applied over the traffic stripe removal area and to irregular and varying widths with an average width of 2 feet on each side of the blast cleaned traf fic stripe removal area. In pavement marking removal areas, the fog seal coat shall be applied to the blast cleaned rectangular area. . Full compensation for furnishing and applying fog seal coat as specified herein shall be considered as .included in the contract price paid per square foot for removal of traffic stripe and pavement marking and no separate payment will be made therefor . Nothing in these special provisions shall relieve .the Contractor from his respnsibilities as provided in Section 7-1, 09, "Public Safety.," of the Standard Specifications. (b~ ORDER OF WQRK.
