ROLL CALL Present: Absent: Chairperson Mishoe, Agency Members Anthony (seated at 4:12), Cohen, Raphael, Schroeder Agency Members Arriola, Davenport ACTION TAKEN PUBLIC STATEMENTS None. CONSENT CALENDAR Minutes of the regular meeting of July 9, 2001, and Joint Redevelopment Agency and City Council meeting of September 5, 2001. Payments from June 29, to September 6, 2001 in the amount of $42,935.62. Motion by Schroeder, seconded by Raphael, to adopt Consent Calendar Items a. and b. APPROVED ABANTHONY ARRIOLA DAVENPORT REPORTS City Manager Oral Report regarding the status of the Riverwalk Plaza Project. Alan Tandy, Executive Director, gave a brief status report and stated due to the catastrophic events this week the deadline for the Disposition Development Agreement has been extended one week. Steve Wahlstrom, Principal, Applied Development Economics gave a computer presentation and answered questions. Chairperson Mishoe requested staff provide copies of the presentation to the Agency. ACTION TAKEN UNFINISHED BUSINESS None. NEW BUSINESS Resolution authorizing the Executive Director to submit an application for a loan from California Housing Finance Agency (CHFA) in the amount of $1,500,000 to be used for affordable housing development in the Southeast Bakersfield Redevelopment Project Area. (Wards 1,2) Donna Kunz, Economic Development Director, gave a brief update. Motion by Raphael, seconded by Schroeder to adopt the resolution. RES RA f 2-01 APPROVED AB ARRIOLA DA VENPORT Bakersfield Rescue Mission Emergency Housing Shelter Project. Resolution regarding the use of Housing Set Aside Monies outside the Downtown Redevelopment Project Area. Agreement with the Rescue Mission for $75,000 of Housing Set-Aside monies for Emergency Housing Shelter at 810 and 812 21st Street. George Gonzales, Community Development Coordinator, gave a bdef update. Motion by Raphael, seconded by Cohen, to adopt the resolution and approve the agreement. Amendment No. 1 to Agreement No. 99-243/RA 99-3 to sell real property with the City of Bakersfield, 113 acres located on Mt. Vernon Avenue, 1/4 mile south of Highway 58, APN 173- 200-09. Donna Kunz, Economic Development Director, gave a brief update. Motion by Anthony, seconded by Schroeder, to approve amendment. AGENCY STATEMENTS None.
