ROLL CALL Present: Agency Members Koman, Knapp, Ordiz, Prince Takii, Chair Bentley Absent: Agency Members Pickett 2. PUBLIC STATEMENTS None 3. CONSENT CALENDAR a. Minutes of the September 14, 2009 regular meeting. b. Approval of department payments from September 4, 2009 to October 1, 2009 in the amount of $2,147,927.46. C. Loan Agreement with the City of Bakersfield to provide financing ($3.5 million) for the construction and development of affordable housing for the 19th Street Senior Plaza Apartments and the Courtyard Family Apartments at South Millcreek. d. Exclusive Negotiation Agreement with Sullivan Land and Development, LLC for the development of an office complex located at 525 18th Street. Motion by Prince, seconded by Knapp, to approve Consent APPROVED Calendar items 3.a. with the removal of items 3.b through 3.d. AB PICKETT for separate consideration. b. Approval of department payments from September 4, 2009 to October 1, 2009 in the amount of $2,147,927.46. Motion by Koman, seconded by Ordiz, to approve item 3.6. Loan Agreement with the City of Bakersfield to provide Financing ($3.5 million) for the construction and Development of affordable housing for the 19th Street Senior Plaza Apartments and the Courtyard Family Apartments at South Millcreek. APPROVED AB PICKETT Motion by Prince, seconded by Takii, to approve item 3.c. d. Exclusive Negotiation Agreement with Sullivan Land RA09-014 and Development, LLC for the development of an office complex located at 525 181h Street. Motion by Prince, seconded by Takii, to approve item 3.d. APPROVED AB PICKETT 4. PUBLIC HEARINGS None 5. REPORTS a. Update status of Baker Street Mixed Use Project. b. Update status of Mill Creek Project. ED/CD Director Donna Kunz gave an overview on both Projects. City Manager Alan Tandy made additional comments. 6. DEFERRED BUSINESS None. 7. NEW BUSINESS a. Amendment No. 1 to Agreement No. RA09-001 with RA09-001(1) Creekview Villas, LLC to provide funding for engineering and survey services necessary for street design and streetscape improvements consistent with the existing Mill Creek architectural theme. ($205,000 not to exceed $2,205,000) Staff report given by ED/CD Director Donna Kunz. City Manager Alan Tandy made additional comments. Motion by Prince, seconded by Takii to approve Amendment. ED/CD Director Donna Kunz responded. ED/CD Director Donna Kunz handed out the Bakersfield Magazine and Activity Memo to each member. She stated there was a article in the magazine about the Millcreek Project. Agency Member Bentley made comments on Millcreek Project. City Manger Alan Tandy made comments regarding Millcreek. ED/CD Director Donna Kunz made comments about a Sister City Garden planned for the park. Agency Member Ordiz made comments regarding Millcreek. 9. CLOSED SESSION None 10. WORKSHOP None 11.
