Monday, April 9, 2007 - 2:00 p.m.

1. CALL TO ORDER
The meeting was called to order by Chairman Couch at 2:06 p.m.
2. ROLL CALL
Present: Chairman Couch, Hanson, Scrivner
Absent: None
3. MINUTES
A. Minutes of the January 24, 2007 regular meeting for approval.
Motion by Hanson to approve the minutes. APPROVED ALL AYES
4. PUBLIC STATEMENTS
Dennis Fox spoke regarding weed control and Delta Vision in Sacramento.
5. KERN RIVER LEVEE DISTRICT
A. Provisional Accreditation of Levees.
Mark Lambert, Water Resources Superintendent, gave a brief update and stated
FEMA will be issuing two-page letter agreements requesting evaluation of levees
to provisionally accredit them. Also, applications for bond monies for local levee
improveme+nts should be available by May 1s`.
6. REPORTS
A. Kern River & Isabella Reservoir Operations Report
Mark Lambert, Water Resources Superintendent, stated the Kern River water
supply forecast is 37% of normal, with no other changes.
Florn Core, Water Resources Manager, stated this scenario is similar to 1976-77
that was pretty dismal on the Kern River. There is some water stored in Isabella
to get through the summer. If it stays dry, the second and third years are the
tough years. To prepare for the dry years, money is currently being budgeted to
pump ground water; irrigation water may be held back; and implementation of
water conservation program efforts to encourage the public to conserve water.

8. NEW BUSINESS
A. City of Bakersfield Agricultural Water Price and Sand Sale Schedule for 2007-08.
Motion by Scrivner to approve the City of Bakersfield Agricultural Water
Price and Sand Sale Schedule for 2007-08. APPROVED ALL AYES
B. City of Bakersfield Domestic Water Division Proposed 2007-08 Rate Schedule.
Motion by Hanson to approve the resolution establishing City of
Bakersfield Domestic Water Rates and recommend to the City Council for
approval. APPROVED ALL AYES
C. Agreement with Kern County Water Agency for Participation in Solar Photovoltaic
Project
Motion by Scrivner to approve Agreement NO. 07-10WB with Kern County
Water Agency for participation in Solar Photovoltaic Project and authorize
the Water Resources Manager to sign agreement. APPROVED ALL AYES
D. Agreement with Stetson Engineers, Inc. for preparation of updated Urban Water
Management Plan for City Domestic Water System.
Chairman Couch requested staff include the Kern County Water Agency
comments with the packet of information to Stetson Engineers.
Motion by Hanson to approve Agreement No. 07-11 WB for preparation of
updated Urban Water Management Plan for City Domestic Water System.
9. WATER BOARD STATEMENTS
Vice-Chair Hanson asked if the City is being proactive and providing incentives to the
public and/or mailing out information with monthly statements regarding water
conservation.
Mark Lambert, Water Superintendent, stated rebates are available for washer machines
and toilets.
Florn Core, Water Resources Manager, stated inserts regarding water conservation are
sent monthly.
Chairman Couch recognized Dennis Fox, he spoke regarding Cal Fed Conservation
pricing information. Chairman Couch asked Mr. Fox to obtain the information.
10. CLOSED SESSION
Motion by Hanson to recess to Closed Session at 2:30 p.m. APPROVED, All Ayes

11. CLOSED SESSION ACTION
City Attorney Gennaro stated the Water Board unanimously gave direction to the City
Manager.
12. ADJOURNMENT
Chairm ouch adjourned the meeting at 3:21 p.m.
