HomeMy WebLinkAbout07/11/07 (2)MINUTES OF THE REGULAR MEETING OF THE WATER BOARD - CITY OF BAKERSFIELD Wednesday, July 11, 2007 -2:00 p.m. Water Resources Building Conference Room 1000 Buena Vista Road, Bakersfield, CA 93311 CALL TO ORDER The meeting was called to order by Chairman Couch at 2:05 p.m. 2. ROLL CALL Present: Chairman Couch, Scrivner Absent: Hanson 3. MINUTES A. Minutes of the May 30, 2007 special meeting for approval Motion by Scrivner to approve the minutes. APPROVED ALL AYES, HANSON ABSENT 4. PUBLIC STATEMENTS A. Holly Melton, Kern County Water Agency, stated the KCWA Ad Hoc Committee met with Council liaisons on Monday and reached agreement on one of the many agreements the committee is working on. The Agency will approve the agreement at their August Board meeting and requested the Water Board approve the agreement at a special July or August meeting. Florn Core, Water Resources Manager, stated the Management Plan is included in this agreement. Some recharge numbers and details need to be worked out before the Water Board can move forward. 5. KERN RIVER LEVEE DISTRICT A. Adoption of Operation and Maintenance Plan for Kern River Levees. Motion by Scrivner to adopt the Operation and Maintenance Plan for Kern River Levees. APPROVED ALL AYES, HANSON ABSENT Chairman Couch requested staff provide copies of the Plan to the full Council. B. Provisional Accreditation of Levees. Mark Lambert, Water Resources Superintendent, stated Federal Emergency Management Association (FEMA) is updating the flood insurance rate maps nationwide. Local levee owners are required to ensure that the levees meet Title 44 of the Code of Federal Regulations 6510. This agreement allows two years to evaluate levees to ensure they meet the criteria. The cost could exceed $500,000. Staff will submit an application for grants to offset costs. Staff is requesting the Water Board authorize the Water Resources Manager, representing the Kern River 7 Bakersfield, California, July 11, 2007 - Page 2 5. KERN RIVER LEVEE DISTRICT continued B. Levee District and the City of Bakersfield to enter into this agreement and recommend the Mayor to sign as "Community Representative". Rick Iger, Kern County Water Agency, stated the Agency is owner of the KCWA Cross Valley Canal and also needs to be recertified and reaccredited as part of the levee system. Staff requested the Water Board recommend the Mayor of the City of Bakersfield sign the agreement between FEMA and the Agency as "Community Representative". Motion by Scrivner to authorize the Water Resources Manager to enter into Agreement No. 07-17WB with Federal Emergency Management Association (FEMA) for the Provisional Accreditation of Levees and recommends the Mayor of the City of Bakersfield sign the agreement as "Community Representative" and also recommends the Mayor of the City of Bakersfield sign as "Community Representative" the agreement for the Provisional Accreditation of Levees between the Federal Emergency Management Association (FEMA)and the Kern County Water Agency Cross Valley Canal. APPROVED ALL AYES, HANSON ABSENT 6. REPORTS A. Kern River & Isabella Reservoir Operations Report - For Board Information Steve Lafond, Hydrographic Supervisor, stated it's a critically dry situation on the water supply on the river. One of the offset is the carryover water supply the Kern River Group and the City carried forward into the 2007 water season. We should get through the season without any shortages or crop losses off the Kern River for this area. We are entering into the peak water usage period which starts to draw the Isabella Reservoir down until early November. No action taken. 7. DEFERRED BUSINESS A. Urban Water Management Plan Update Mark Lambert, Water Superintendent, stated a draft Urban Water Management Plan will be available on July 31, 2007 to the public for review and comment. A public hearing will be held at a special Water Board meeting in August and adoption of the Plan at the regular September meeting. No action taken. 8. NEW BUSINESS A. Agreement with Stetson Engineers, Inc. for Preparation of Wholesale Supplier Urban Water Management Plan for City of Bakersfield. Motion by Scrivner to approve Agreement No. 07-018WB with Stetson Engineers, Inc. for preparation of Wholesale Supplier Urban WaterManagement Plan for the City of Bakersfield. APPROVED ALL AYES, HANSON ABSENT Bakersfield, California, July 11, 2007 - Page 3 9. MISCELLANEOUS A. Status Report on Discussions with North Kern Water Storage District. Florn Core, Water Resources Manager, stated staff has met with a board member and staff of the North Kern Water Storage District regarding the use of 1952 Agreement water within the District by the City of Shafter. The City of Bakersfield has made the offer to allow the use of the 1952 Agreement water for a fee. Substantial progress has not been made to date. No action taken. 10. WATER BOARD STATEMENTS None. 11. CLOSED SESSION Motion by Scrivner to recess to Closed Session at 2:25 p.m. APPROVED ALL AYES, HANSON ABSENT A. Conference with Legal Counsel - Existing Litigation.
