CALL TO ORDER
The meeting was called to order by Chairman Couch at 12:12 p.m.
2. ROLL CALL
Present: Chairman Couch, Vice-Chair Hanson, Member Scrivner
Absent: None
3. MINUTES
A. Minutes of the July 11, 2007 regular meeting for approval - For Board Review and
Action
Motion by Hanson to approve the minutes. APPROVED ALL AYES
4. PUBLIC STATEMENTS
None
5. KERN RIVER LEVEE DISTRICT
A. Provisional Accreditation of Levees
Mark Lambert, Water Resources Superintendent, stated Rosedale Rio-Bravo Water
Storage District needs to be recertified and reaccredited as part of the levee system.
Staff requested the Water Board recommend the Mayor of the City of Bakersfield
sign the agreement between FEMA and Rosedale Rio-Bravo Water Storage District
as "Community Representative".
Motion by Scrivner to recommend the Mayor of the City of Bakersfield sign as
"Community Representative" the agreement for the Provisional Accreditation of
Levees between the Federal Emergency Management Association (FEMA)and
the Rosedale Rio-Bravo Water Storage District. APPROVED ALL AYES
6. REPORTS
A. Kern River & Isabella Reservoir Operations Report
Steve Lafond, Hydrographic Supervisor, gave a brief update. No action taken.
Florn Core, Water Resources Manager, stated the Corps of Engineers has attained a
contractor who will consolidate the Dam Safety Assurance Program data and
culminate into a conclusive report. The Corps report should be ready by the spring.
Also, a preliminary draft of the Inundation Mapping that was requested by the County
should be distributed by October 30, 2007.

7. DEFERRED BUSINESS

8. NEW BUSINESS
A. Update on Kern River Program Agreement with Kern County Water Agency
Florn Core, Water Resources Manager, displayed maps and stated the City acquired
property through an arrangement with the Kern County Water Agency and a 3 million
dollar grant from Water Bond 2000 in order to purchase this property to set aside for
recharge. The property can be used for recharge and/or recreation purposes. If the
City decides to use this property for recreation and remove some of the property for
recharge purposes the City will grant the Agency an equal amount of spreading
capacity in the 2800 Acres. This agreement will also include a management plan for
operating wells. Staff hopes to have these details finalized by the next meeting. NO
ACTION TAKEN
Chairman Couch recognized Rick Iger, KCWA, who stated the Agency concurs with
Mr. Core's report and is glad with the progress being made and hopes this
agreement is executed soon.
B. Revisions to California Floodplain Management Ordinance & Title 15; Chapter 15.74
of Bakersfield Municipal Code relating to Flood Damage Prevention
Florn Core, Water Resources Manager, stated FEMA are administering the National
Flood Insurance Program and have a new set of standards that the State of
California is requiring all entities that will potentially build within floodplains adopt a
model ordinance. Most of the changes were definition changes.
Chris Lee, Assistant Building Director, stated the State Department of Water
Resources coordinates implementation of the National Flooding Program. The
current flood management ordinance was last updated November 6, 2002. The
update included definitions missing when compared to the states model code. The
State has reviewed a draft copy of the update. A letter has been received by Mayor
Hall indicating the State is satisfied with the draft and it meets the guidelines. Mr. Lee
requested approval of the revised ordinance.
Motion by Hanson to accept the report, approve the ordinance and recommend
staff forward the ordinance to the City Council for approval. APPROVED ALL
AYES.
9. MISCELLANEOUS

10. WATER BOARD STATEMENTS
A. Couch asked staff to expand on the purchase of fountains to be placed along the
parkway.
Florn Core, Water Resources Manager, stated Supervisor Rubio has offered to
purchase some drinking fountains to be placed along the Kern River Parkway. Staff
will review locations along the parkway that have water supply access.

B. Scrivner stated he received a call regarding broken sprinklers puddling areas and
sprinklers irrigating the dead trees along bike path at Truxtun Lake area.
Florn Core, Water Resources Manager, stated Parks Department maintains the
sprinklers, and he will notify the department.
