HomeMy WebLinkAbout10/03/07 (2)MINUTES OF THE SPECIAL MEETING OF THE WATER BOARD - CITY OF BAKERSFIELD Wednesday, October 3, 2007 -2:00 p.m. Water Resources Building Conference Room 1000 Buena Vista Road, Bakersfield, CA 93311 CALL TO ORDER The meeting was called to order by Chairman Couch at 2:05 p.m. 2. ROLL CALL Present: Chairman Couch, Vice-Chair Hanson, Member Scrivner (seated at 2:12 p.m.) Absent: None 3. MINUTES A. Minutes of the Special Meeting September 19, 2007 for approval. Motion by Hanson to approve the minutes. APPROVED ALL AYES, MEMBER SCR/VNER ABSENT 4. PUBLIC STATEMENTS None. 5. HEARINGS A. Noticed Public Hearing to receive input on the City of Bakersfield 2005 Urban Water Management Plan for the Domestic Water System. Florn Core, Water Resources Manager stated public comment will be received on the updated 2005 Urban Water Management Plan. The plan is normally due to the State of California Department of Water Resources every 5 years, in years that end in zero and five. However, if substantial changes have occurred or potential substantial changes have occurred in the domestic water system the can plan can be update. There are several large tracts of land that have potential to be developed into the City's domestic water system. Staff determined it would be prudent to bring the City's plan up to date to cover these potential properties. It's important to note that this plan only covers the City's water system in the southwest part of Bakersfield. It is a plan to look to the future to see where potential water sources are. It does not follow under CEQA guidelines. A water supply assessment, a separate document for each site plan is under the CEQA Act. A chronology of what has been done to get this plan out to the public for review is as follows: May 30, 2007 - Mailed notices to the affected and interested parties. This includes Kern Delta Water System Water District, Rosedale Rio-Bravo Water Storage District, Kern County Water Agency, Kern Water Bank Authority, County of Kern Planning Department, California Water Service Company and City of Bakersfield Planning Department. Bakersfield, California, October 3, 2007 - Page 2 5. HEARINGS continued A. August 10, 2007 - "Discussion Draft" mailed to interested parties. August 28, 2007 - City staff met with the Kern County Water Agency to review some of the Agency's concerns in the discussion draft. August 31, 2007 - City staff received a letter from the Rosedale Rio Bravo Water Storage District. September 11, 2007 - Mailed letter responding to Rosedale Rio-Bravo. August 31, September 4, and September 24, 2007 - Mr. Core had e-mail correspondences with representative from the Kern Water Bank Authority. September 17, and 24, 2007 - Notice of a hearing published in the local newspaper. September 17, 2007 - Final draft plan available. September 26, 2007 - Correspondence from the Kern Water Agency was received. September 28, 2007 - Correspondence received from Kern Water Bank Authority. October 1, 2007 - City staff met with the Kern Water Bank Authority at the Water Resources Department. October 3, 2007 - Correspondence was hand delivered from the Kern Water Bank Authority. Mr. Core introduced Kevin Smead, representing Stetson Engineers, who will answer questions and will be preparing the final 2005 Urban Water Management Plan Update. Mark Lambert, Water Resources Superintendent, displayed maps and gave an overview description on the City's retail system. The public hearing was opened at 2:12 p.m. The following individuals spoke regarding the Urban Water Management Plan Update: 1. Jim Beck, General Manager, Kern County Water Agency. 2. Don Haselhoff, Provost & Pritchard. 3. Arthur Unger, Sierra Club. 4. Jon Parker, Kern Water Bank Authority, submitted written correspondence. 5. Bill Phillmore, Paramount Farms. Hearing closed at 3:05 p.m. Bakersfield, California, October 3, 2007 - Page 3 5. HEARINGS continued A. City staff responded to public comments made. Florn Core, Water Resources Manager, responded to public comments and stated staff will provide additional responses to comments in writing. The UWMP will be on the Water Board agenda at the regular meeting in November for adoption. No action taken. Chairman Couch requested the Kern County Water Agency provide the Water Board with copies of Urban Water Management Plans and comments submitted by other cities to the Agency. Jim Beck stated the Agency will provide copies. Chairman Couch requested City staff prepare a report for a future Water Board meeting regarding the feasibility of all urban water suppliers in the Bakersfield area to participate in a group to come up with a consensus on the amount of water available, how much is being used and a recommended action. 6.
