Marvin Dean distributed a flyer in regard to the Kern County Construction Boot Camp.
This entity is a temporary employment service. Mr. Dean requested that the City contract
with the firm to hire temporary workers. Committee Chair Carson and City Attorney
Gennaro both recommended that Mr. Dean bring his proposal before the full City
Council, and suggested that Mr. Dean make his presentation to the City Council.
4. DEFERRED BUSINESS
A. Update reaardina Gana and Graffiti Enforcement Police Chief Rector
Chief Rector reported that the Bakersfield Police Department received a federal grant
that will fund 17 officers for 3 years. Two units will be created that will focus on specific
troubled crime areas. It was stated later in the meeting that the funds can only be used
for "front-line" officers.
Chief Rector is working with Mayor Hall on Public Service Announcements to address the
issue of reporting crime and getting involved to prevent or solve crimes.
Assistant Chief Martin updated the Committee on Gang Enforcement. To date, in 2009,
the gang unit made 502 felony arrests, conducted 3, 378 parole/probation searches, and
seized 133 firearms, 32 of which were seized in July. In the entire year of 2008, 166 guns
were seized. The number of gang-related homicides is up but not the number of
shootings.
Lieutenant Nurridin reported that, to date, there have been 16 reportable homicides, 14
of which were gang-related. Eighty percent of victims and offenders are African-
American, and the typical age is 18-24. The homicide unit is looking into new technology,

known as "WeTip," that will allow the community to anonymously text information and
receive responses. They are also looking for ways to enhance awareness about the
homicide unit and its impact, including participation in the Fair booth. This will give
citizens an opportunity to meet and greet homicide detectives and talk to them
informally to potentially reduce the fear of talking to them.
Committee member Sullivan suggested consideration of a Public Service Announcement
regarding the benefits of providing tips. She asked if the number of homicides has
increased due to the knowledge that staffing has been reduced. Chief Rector noted
that staffing levels for the gang unit were never reduced, and that, citywide, violent
crime is down 2% over last year.
Assistant Chief Martin stated that the Public Service Announcements will focus on
messages from community leaders, detectives and other safety personnel, and
teenagers.
Marvin Dean suggested that a 10 most wanted list be created and broadcast on
television and that a small incentive or reward be offered. Lieutenant Nurridin
commented that something similar is already available
B. Report on Kern County Probation Activities - Chief Probation Officer Roberts
Deputy Probation Chief Lerude updated the Committee on the Department's activities.
The risk assessment tool, Assessment.com, will be used throughout the Department. It is
currently being used in the Juvenile section and the adult section will be live on
September 1, 2009. The goal is to have all cases assessed by December 31, 2009. This
tool evaluates the entire family to determine whether or not to file charges. Staff
anticipates a 66% reduction in court cases as a result of this tool.
C. Update regarding Kern County Fair Booth - Police Chief Rector
Committee Chair Carson confirmed that the Kern County Sheriff's Department will
continue to patrol the Fair, but the Bakersfield Police will investigate any incidents that
occur on the Fairgrounds.
Crime Prevention Supervisor Bennett reported that there are 12 days during which the
booth will have to be staffed. The Fair runs from September 23, - October 4, 2009. On
weekdays, staffing is required from 3:00 p.m. to 10:00 p.m., and on weekends, from 12:00
P.m. to 10:00 p.m. She encouraged all organizations to volunteer and to coordinate their
attendance through her. Committee Chair Carson encouraged everyone to participate,
including Ebony Counseling Center, Stop the Violence and Kern County Probation.

Committee member Campbell reported that the six-month effort in coordinating the
Charrette Summit will conclude on September 5, 2009. Once the Summitt is scheduled,
she will notify everyone.
Marques Stansberry from Ebony Counseling Center updated the Committee on its
activities. He thanked the representatives from organizations that partner with the Center
for their assistance.
The Youth Achievement Program under Project 180 involved six schools. Of those, four
showed improvements in the total number of suspensions, students suspended, and
number of days these students were suspended. One school in particular showed a
significant decrease in the number of schoolyard fights; down to 10 from 57 the year
before.
The Center received stimulus funding to employ 50 young people who are out of school,
and 47 of the slots have been filled.
The Center will be hosting a community forum on August 28, 2009 from 5:30 p.m. to 8:30
p.m. at Cain AME Church. Committee Chair Carson stated that the panelists will consist
of youth, and adults will respond.
Marvin Dean thanked the Chair for putting the Committee together and bringing
everyone together.
Economic Development Director Kunz noted that the new owners of the Padre Hotel are
in the process of recruiting for 200 jobs.
Committee member Strong stated that the Corporation for Better Housing has
community rooms that can be utilized for meetings.

Karen Shah was accompanied by two young people who are interested in what the
committee does. Her primary reason for attending was to recognize the service of Chief
Rector.
4. DEFERRED BUSINESS
A. Update regarding Gang and Graffiti Enforcement- Police Chief Rector 11:56:15 AM
Chief Rector reported that the number of shootings is at its lowest point since 2005. Since
September, there has been increased focus on gun seizures. There have been 27
burglary arrests, 80% of which involved firearms that were recovered. Of those arrested,
the majority were gang members. The number of search warrants has also increased.
Assistant Chief Martin reported that the Investigations Division has increased their focus
on daytime burglaries and auto theft, among other crimes. The department received
grant funding for the Direct Policing Unit and put some of the resources to work in
residential areas, such as the Ming Avenue Corridor, East Hills Mall, and the Northwest
Promenade. He gave an overview of a list of safety tips.
B. Report on Kern County Probation Activities - Chief Probation Officer Roberts 12:03:39 PM
Probation Division Director- Juvenile Programs, Susan Lerude reported that Chief Roberts
is retiring, and David Kuge will be sworn in as the new Chief.
Risk assessments of all juveniles in the program will be completed before Christmas. To
date, 60% of those assessed were designated low risk. These young people will continue
to be monitored, but at a reduced amount of field time.
Eight young people graduated after the first year of the Bridges Academy. Of those
eight, three are enrolled at Bakersfield College, two have jobs, one is going to attend an
out-of-town college and two are undecided. There will be more to report in January.

Assistant Chief Martin reported that the booth was staffed for 28 days, with a minimum of
2 people per shift. The Police Department logged 161 hours (25 shifts). Twenty five staff
members volunteered their time, and 13 flexed their hours in order to participate. The
NAACP provided 16 representatives and staffed the booth for 35 hours (9 shifts). The Kern
County Black Chamber of Commerce had 4 representatives for 8 hours (2 shifts). Each
organization distributed materials regarding programs such as Neighborhood Watch,
Crime Prevention and the Gang tip Hotline.

Assistant Chief Martin distributed the safety tips he discussed earlier.
Advisory Member Campbell distributed copies of information regarding the Martin Luther
King, Jr. breakfast on January 14, 2010.
Ms. Campbell reported that in January, in partnership with Faith in Action, all services and
programs in Kern County for at risk youth will be mapped as part of the ongoing charrette
program.
Ms. Campbell also reported that on Saturday, December 19, 2009, there will be an H IN 1
clinic and Martin Luther King, Jr. Park from 9:00 a.m. until noon, Stay Focused Ministries is
holding a toy giveaway at Williams Elementary School from 10:00 a.m. until 2:00 p.m., and
Stop the Violence is having their Christmas party from 2:00 p.m. to 4:00 p.m. at the Kenya
Center.
Daryl Thiesen of the Kern County Superintendent of Schools distributed a flyer about the
gang prevention partners.
Mr. Thiesen also reported that approximately 25 young people between the ages of 16 -
18 from Kern County are graduating on December 18, 2009 from the Grisley Challenge
Youth Academy. This is a charter school run by the San Luis Obispo County Department
of Education and supported by the National Guard for students who are either at risk for
dropping out, or have dropped out of school. Many of those students were involved in
gangs, but have turned their lives around as a result of the program. In January, 48
students are enrolled. They can get up to 50 credits during their 5-1/2 month stay. A
video was produced that contains interviews with the students. This video will be shown

at a future committee meeting. Referrals for the program have been received from
Ebony Counseling Center, Garden Pathways, Stop the Violence, and Stay Focused.
Law enforcement distributed approximately 500 baskets this morning.
Advisory member Strong reported on a toy giveaway at the housing center on
Cottonwood Drive on Friday, December 18, 2009 from 2:00 p.m. to 7:00 p.m. Toys were
distributed by the Parra Foundation at Rexland Acres Park on Saturday, December 12,
2009. He reminded the attendees that the Corporation for Better Housing has community
centers available to any faith based organization that needs a facility in which to hold an
event.
Karen Shah thanked Chief Rector for his years of service.
Committee Chair Carson wished everyone a Merry Christmas and Happy New Year.

In 2009, the Bakersfield Police Department's Special Enforcement Unit focused on in-
depth investigations of gang conspiracies and the seizure of firearms illegally
possessed by gang members. One important months-long investigation ended in
September with the indictment of Kerry "K-9" Hastings for the murders of Leonard
Banks in 2006, Ernest Kerr in 2007, and Anthony Daniels in 2009. Mr. Hastings is
awaiting trial. Other investigations are ongoing, and no unsolved murder is ever closed.
SEU seized 211 firearms in 2009, up 27% over 2008. In spite of a difficult budget year
and tight restrictions on overtime, SEU arrest numbers remained steady, with over 1800
arrests. One troubling fact was the high number of gang homicides in Bakersfield;
sixteen of the city's murders were gang-related. This was in spite of an actual drop in
overall gang shootings- the year ended with 53 gang-related shootings, down from 60 in
2008.
Criminal street gangs are a community-wide issue. The Bakersfield Police Department,
and in particular the Special Enforcement Unit, would like to thank all the concerned
individuals and groups who have contributed to our efforts in combating gang crime and
improving our relationship with the community. We are currently working in partnership
with KGET-17 on a series of public service announcements that will emphasize a vital
two-part message:
• Gangs take lives.
• There is help in our community for those who want it.
