SUBJECT: Agreement with Bethany Services, Inc. dba the Bakersfield Homeless Center for the
purpose of developing and operating a transitional housing project at 721 and 725
81h Street.
RECOMMENDATION: Staff recommends approval.
BACKGROUND:
On October 13, 2008 the Bakersfield Redevelopment Agency entered into a Predevelopment
and Option Agreement with Bethany Services (Bethany) which provided for the transfer of
property located at 721 and 725 8th Street to Bethany. This Agreement required Bethany to within
12 months of the execution of the agreement to apply for various mental health and human
service grants to assist in the costs associated with the rehabilitation of the facility and to support
on-going operations. Once grants were secured Bethany was required to provide the Economic
and Community Development Department (EDCD) staff with a business plan including the
proposed use of the facility, number of transitional housing units to be provided, and funding
available to Bethany for operations. This Predevelopment and Option Agreement required the
Redevelopment Agency and Bethany to enter into a subsequent agreement for the
development and operation of a transitional housing project at 721 and 725 81h Street formerly
known as the Friese Inn.
Bethany has satisfied all the requirements of the Predevelopment Agreement as referenced
above including Bethany obtaining additional funding to pay for the costs associated with the
development and operation of the facility. Bethany has obtained funding through the Kern
County Mental Health Department to develop and operate a program for low-income
individuals who are suffering from a metal health crisis and are in need of temporary housing. In
addition, Bethany has obtained a grant from the County of Kern to rehabilitate the facility,
EDCD staff has reviewed the business plan received from Bethany and is recommending
approval of the Development and Operation Agreement. The Development and Operation
Agreement will require the facility continue to operate as a transitional housing project for 55
years. No additional funding is being requested from the Agency for the project.
