REGULAR MEETING ACTION TAKEN
1. ROLL CALL
Present: Agency Members Pickett, Koman, Knapp,
Ordiz, Prince, Takii
Absent: Agency Member Bentley
Vice Chair Koman called upon Attorney for comments on
adding No. 1 to Agreement RA10-003 with the Housing
L Authority of the County of Kern. Deputy City
Attorney Rudnick responded.
Vice Chair Koman made the motion that the item arose APPROVED
after the agenda was posted and distributed and requires AB BENTLEY
action today and would like to add it to the agenda as item
7.b.
2. PUBLIC STATEMENTS
None
3. CONSENT CALENDAR
a. Minutes of the January 19, 2010 special meeting.
b. Approval of department payments from January 8,
2010 to January 28, 2010 in the amount of
$915,249.56.
Motion by Prince, seconded by Takii, to approve Consent APPROVED
Calendar items 3a. and 3.b. AB BENTLEY

C. Mill Creek Project
ED/CD Director Donna Kunz gave an overview on all three
Projects. City Manager Alan Tandy made additional
comments.
6. DEFERRED BUSINESS
None
7. NEW BUSINESS
a. Agreement with Bethany Services, Inc. dba the
Bakersfield Homeless Center for the purpose of RA 10-004
Developing and operating a transitional housing
Project at 721 and 725 81h Street.
Motion by Prince, seconded by Takii to approve APPROVED
agreement. AB BENTLEY
b. Amendment No, 1 to Agreement No. RA10-003 with RA 10-003(l)
The Housing Authority for the County of Kern for the
construction and development of Baker Street Village
Phase 1 consisting of 37 units of affordable housing
and 9,975 square feet of community/commercial
space.
Motion by Ordiz, seconded by Pickett, to approve APPROVED
amendment. AB BENTLEY
8. AGENCY STATEMENTS
Agency Member Ordiz mentioned a luncheon at Stars on
Saturday, February 20, 2010 at 12:00 p.m., given by Kern
County Historical Society. Invitation was extended to the
members and staff.
Agency Member Takii asked staff and members if they
could look into changing the meeting day to Tuesdays
instead of Mondays. ED/CD Director Kunz responded that
she would look into the bylaws. City Manger Tandy
commented that the committees already have a schedule
but will have a response at next meeting.

8. AGENCY STATEMENTS CONT.
Agency Member Prince commented that the Downtown
Business Association will be having an installation meeting on
February 18 at the Padre Hotel and extended an invitation
to staff and other members. He also inquired about a grand
opening for the Padre. ED/CD Director Kunz responded that
invitations will be distributed for a March 4 reception.
ED/CD Director Kunz mentioned that Kern Cog received a
grant for five cities and Bakersfield is one of them. Also a 3-D
movie is being made of the South Mill Creek Project. It is
anticipated to be completed for viewing at the next
meeting.
