ROLL CALL Present: Councilmember Sue Benham; Chair Councilmember Jacquie Sullivan Absent: Councilmember David Couch Staff Present: Alan Tandy, City Manager Greg Williamson, Police Chief Rhonda Smiley, Asst. to the City Manager Joe Bianco, Police Captain Steven Teglia, Administrative Analyst III Kevin Stokes, Police Captain Ginny Gennaro, City Attorney Cheryl Perkins, City Treasurer Justin Crumley, Associate Attorney Tessa Andrews, Treasury Supervisor Christine Im, Associate Attorney 2. ADOPT JULY 20, 2009 AGENDA SUMMARY REPORT Adopted as submitted. 3. PUBLIC STATEMENTS None Legislative and Litigation Committee Agenda Summary Report February 16, 2010 Page 2 4. DEFERRED BUSINESS a. Update Regarding the Massage Ordinance -Williamson/ Tunnicliffe / Gennaro Police Chief Greg Williamson stated that this has been an ongoing issue and will continue to be with his department because of State law changes made last year. City Attorney Ginny Gennaro stated new legislation had been proposed recently regarding State regulations. AB 1822 would require cities and police departments to do more background checks and more enforcement for all parties in the massage industry. Ms. Gennaro recommended the Committee wait on taking any action until the State decides whether or not to pass this measure. Committee Chair Sue Benham requested staff continue to monitor the matter and report back to the Committee in three to six months. 5. NEW BUSINESS a. Discussion Regarding Alarm Permits and Collection of Fees - Williamson / Bianco City Manager Alan Tandy gave a brief summary and stated that in researching Committee member Couch's referrals, staff found that problems with the alarm fee system were substantive and overlapped other issues. Currently, an inadequate system is in place which inadvertently discourages individuals to register their alarms. The Police Department is researching the feasibility of outsourcing the City's alarm management process to reduce false alarms. Staff would like to hold public meetings in the future with the community and alarm companies to communicate the idea. Committee member Jacquie Sullivan asked for further definition on outsourcing. Mr. Tandy responded that an outside firm which specializes in managing the alarm system process could be placed under contract to communicate with the various alarm companies, monitor the alarms, and collect fees. b. Discussion and Committee Recommendation Regarding the 2010 Meeting Schedule - Smiley Adopted as submitted. 6. CLOSED SESSION None 7. COMMITTEE COMMENTS None 8.
