Information Officer 661-326-3803 mdegeare@Bakersfieldpd.us For Immediate Release April 14, 2010 On 4/12/10, at 11:50 a.m., Bakersfield Police arrested Carlos Matsuo 21 for lewd conduct,
annoying a child, and sexual battery. On 4/12/10, at about 7:50 a.m., a 12 year old girl was contacted by Matsuo in the area of Wenatchee Street and Redlands Drive while she was walking
to school. Matsuo feigned a leg injury and asked the girl for assistance in getting back to his house. The girl assisted Matsuo and he directed her into an alley where he attempted to
kiss her and then grabbed her inappropriately over her clothing as she struggled to get away. The girl ran to school and reported the incident to staff who, in turn, called the police.
During the officer’s investigation she was made aware of another incident, near the same location, wherein another 12 year old girl was approached by the same suspect that morning at
7:30 a.m. During this offense he followed the girl, asked her for her name then acted as if he was going to expose his private parts to her. The girl ran and contacted a nearby adult
who, in turn, called the police. The officer investigating the two cases, Terri Haynes, recalled a similar incident involving Matsuo. Her follow-up investigation led other officers to
his residence and he was ultimately determined to be responsible for the aforementioned offenses and arrested.
