Motion by Commissioner Strong, second by APPROVED
Commissioner Stanley to approve Non-Public

at 5:35 p.m.

F,1 Amendment to Bakersfield Municipal Code, Title 17, CONT. TO
Chapter 17.61 (City of Bakersfield) 4/15/10

ABSENT
Public hearing open, Jim Rios & Mike Holmes spoke
in opposition to staff's recommendations. No one
spoke in support, public hearing closed.
Commissioner Blockley suggested the formation of
an Ad Hoc Committee to deal with these issues in
more depth, to which the Commission all agreed.
Commissioner McGinnis appointed Commissioners
Blockley, Tkac and Tragish to serve on the
Committee. Notice would be provided to Mr. Rios,
Mr. Holmes and any other interested party.
Motion by Commissioner Blockley, second by APPROVED
Commissioner Strong to form an Ad Hoc Committee
to further work with staff on this item and continue
the matter to April 15, 2010.
F.2 The Bakersfield Commons Project Draft EIR
Adequacy Hearing - GPA / ZC 06-1877 (Coffee-
Brimhall, LLC)
Public hearing open, Terri McCracken, representing CONT. TO
Christopher A Joseph and Associates, gave staff 4/1/10
presentation. Public comments were given by
Russell Johnson, Zack Griffin, Devin Burton, Luis TKAC
Gomez, Kyle Leslie, Steven Markwith, Karen King, ABSENT
Stan Shires, Jeniffer Pitcher, Barbara Norcross, Tony
Lusich, Daniel Lineman, George Milhistein, Jay .
Nichol and John Garreson. Public hearing is closed
with written comments being accepted until 5pm
April 1 sr 2010.
Commissioners Strong, Blockley, Tragish, Stanley
and McGinnis also provided comments into the
record regarding the Adequacy of the Draft EIR.
Motion by Commissioner Haddock, second by APPROVED
Commissioner Tragish to refer comments to staff for
preparation of the Final EIR.

Public hearing open, Bruce Grove representing RBF
gave staff report. Gordin Nipp and Aaron Kidwell
spoke in opposition of Staff's recommendation.
Scott Thayer spoke in favor of Staff's
recommendation. Public hearing closed.
Motion by Commissioner Stanley, second by APPROVED
Commissioner Strong to continue item to April 1,
2010 with hearing remaining open so staff could
provide a written response to the items in Mr. Nipp's
letter than he submitted to the Planning Commission
that evening.

Commissioner Tragish asked for further information on the annual
Planning Commission Conference in Monterey and is interested in
paying for his own admission to attend.

meeting at 8:20 p.m.
