ADOPT FEBRUARY 1, 2010 AGENDA SUMMARY REPORT Adopted as submitted. 3. PUBLIC STATEMENTS None Community Service Committee Agenda Summary Report March 1, 2010 Page 2 4. NEW BUSINESS A. Discussion of a request from Bike Bakersfield regarding Street Signage and Bicycle Lane Width - Rojas/Starbuck Zac Griffin, Community Liaison for Bike Bakersfield, provided a brief presentation. Public Works Director Raul Rojas stated that the City has made biking a priority and adheres to the State and Federal guidelines. Mr. Rojas stated that increasing the bike lane from six to eight feet wide would decrease the vehicle lane widths, thus making the street unsafe for drivers and bikers. Committee member David Couch asked if eight foot bike lanes could be required in new developments. Public Works Director Raul Rojas stated that eight foot lanes could be accommodated if the landscaped areas adjacent to the sidewalk were reduced. Committee member Couch asked if a new standard could be created to apply new general plan amendment zone changes for areas without zoning and maps. Mr. Rojas responded this could be accomplished if changes are made to the General Plan regarding the width of arterial roads. Public Works Director Raul Rojas stated not all signage presented by Bike Bakersfield has been approved by the State. Staff is currently working on posting alternative signage and is looking into the cost of pavement markings in older areas of the city. Committee member Couch recommended Bike Bakersfield contact the Planning Department to discuss making changes to the Bikeways Master Plan included in the General Plan, continue to work with staff on signage and pavement marking and encouraged Bike Bakersfield to bring any additional concerns or suggestions to the Community Services Committee. B. Discussion of Median Standards - Rojas/Tandy City Manager Alan Tandy reminded the Committee that the City Council previously approved a minimum standard policy for the reconstruction of existing medians where there is no maintenance district which would result in minimized maintenance costs. The minimum standard consisted of exposed aggregate in the medians, which is less expensive and requires less maintenance than stamped concrete. Public Works Director Raul Rojas stated it is more expensive to install stamped concrete in the median area as compared to exposed aggregate. Committee Chair Jacquie Sullivan thanked staff for the quick response and asked what would need to happen to allow Council to approve a new standard for reconstructed medians. City Manager Alan Tandy stated if a new standard is adopted the additional cost would be added to the cost of the median reconstruction project and would need to be covered with capital funds. Unfortunately, at this time, there is no funding available. Assistant Public Works Director Brad Underwood stated that, currently no projects are planned which include median reconstruction. Committeemember David Couch recommended that staff bring this item back to the Committee if funding becomes available in the future. Discussion and Committee Recommendation for Proposed Signage on the Kern River Parkway - Hoover Recreation and Parks Director Dianne Hoover presented the signage that will be placed along the Kern River Trail. The Committee recommended staff proceed and post signage along the Kern River Trail. 6. COMMITTEE COMMENTS Committee Chair Jacquie Sullivan thanked Bike Bakersfield for all their input and cooperation in working with staff. 7.
