ROLL CALL Present: Agency Members Pickett, Koman, Knapp, Ordiz, Prince(4:05),Takii, Chairman Bentley 2. PUBLIC STATEMENTS None 3. CONSENT CALENDAR a. Minutes of the March 8, 2010 regular meeting. b. Approval of department payments from February 26, 20, 2010 to April 8, 2010 in the amount of $2,837,704.65. Motion by Koman, seconded by Takii, to approve Consent APPROVED Calendar items 3a. and 3.b. AB PRINCE 4. PUBLIC HEARINGS None 5. REPORTS a. Update Status of Baker Street Mixed Use Project. b. Update Status of Mill Creek Project. ED/CD Director Donna Kunz gave an overview on both Projects. 6. DEFERRED BUSINESS None 3 3 7 Bakersfield, California, April 20, 2010- Page 2 7. NEW BUSINESS ACTION TAKEN a. Agreement to purchase real property from Cain AME RA 10-005 Church for three parcels located west of "R" Street for Property located at 700 California Avenue and 1231 "R" Street in the amount of $534,000. Project manager Darnell Haynes gave presentation. Motion by Prince, seconded by Knapp, to approve APPROVED agreement. b. Amendment No. 1 to Agreement No. RA09-004 with RA09-004(1) Mill Creek Courtyard LLC, for the development of a 57 unit multi-family apartment complex in the South Mill Creek Mixed Use Redevelopment Project providing for the interim use of $1.5 million of project funds to used to provide construction financing for Phase 1 of the Creek-View Villas Townhomes. Assistant ED/CD Director Rhonda Barnhard gave presentation. APPROVED Motion by Prince, seconded by Takii, to approve amendment. C. Amendment No. 2 to Agreement No. RA09-001 with RA09-001(2) Creekview Villas, LLC, ($1,500,000 in an amount not to Exceed $5,638,121) for the construction and development of 14 units, phase 1 of 36 affordable multi-family townhomes in the South Mill Creek Mixed Use Redevelopment Project. 1) Authorize a construction loan advance in the amount of $1,500,000 from the Mill Creek Courtyard, LLC and 2) Authorize a contribution of $933,120 for necessary offsite construction improvements. ED/CD Donna Kunz gave presentation. Motion by Prince, seconded by Takii, to approve APPROVED amendment NOES KOMAN Bakersfield, California, April 20, 2010- Page 3 8. AGENCY STATEMENTS Chairperson Bentley mentioned that this was Agency Member Takii's last meeting. He stated on behalf of the other members, member Takii has been a pleasure to work with and they have enjoyed her smile and personality. Agency Member Takii responded that her work load has expanded and she would have loved to continue but it wasn't possible, She shared that she had fun and enjoyed being a part of the improvements. 9. CLOSED SESSION None 10. WORKSHOP a. Preview of the Budget for the Bakersfield Redevelopment Agency(RDA) - Fiscal Year 2010/2011. Assistant ED/CD Director Rhonda Barnhard gave presentation and handouts were provided. 11.
