staff's recommendation. Scoff Thayer

recommendation. Public hearing

Commissioner Strong moved, seconded APPROVED
by Commissioner Blockley to adopt
Resolution Exhibit A, making CEQA TKAC
findings, Sections 15091 and 15093, of the RECUSED
State CEQA guidelines, approving the
mitigation measures in Exhibit A-6 and
recommending certification of Final EIR
with Statement of Overriding
Considerations in Exhibit A-7, and
Mitigation Monitoring Program in Exhibit
A-8 for General Plan Amendment / Zone
Change No 09-0263 to the City Council.
Commissioner Strong moved, seconded APPROVED
by Commissioner Blockley to adopt a
Resolution Exhibit B, making findings and TKAC
approving the requested General Plan RECUSED
amendment to change the Land Use
map designations as depicted in Exhibit
B-2 and the Circulations Element as
depicted in Exhibit B-3 and the Western
Rosedale Trails Plan as depicted on
Exhibit B-4 with conditions of approval in

Exhibit B-1, and recommend the same to
the City Council.
Commissioner Strong moved, seconded APPROVED
by Commissioner Blockley to adopt a
Resolution Exhibit C, making findings and TKAC
approving the requested Zone Change RECUSED
as depicted in the attached Exhibit C-2
and further described in Exhibit C-3, with
conditions of approval in Exhibit C-1, and
recommend the same to the City
Council.

G. COMMUNICATIONS
Planning Director Eggert updated the Commission that the Ad
Hoc Committee met and will be continued to April 28th and
announced the workshop regarding the High Speed Rail.
H. COMMISSION COMMENTS
I. ADJOURNMENT
There being no further business, Chair Stanley Pro-Tem
adjourned the meeting at 7:04 p.m.
