A. Update regarding Gang and Graffiti Enforcement- Police Chief Williamson 1 1 :57:14 AM
Chief Williamson reported that in 1996, the crime rate was 58/1000 for Part 1 Crimes. In
2009, the crime rate lowered to 53.1/1000. Although the population has increased from
approximately 216,000 to 333,000, overall, the efforts of the Gang Units, Quality of Life and
Crime Units have contributed to the reduction in crimes.
In regards to staffing of the Kern County Fair Booth, Chief Williamson cautioned that due
to the uncertainty of the budget, Police personnel may not be able to commit to
participating in this year's Fair. The department will rely more heavily on the community
based organizations to assist with booth staffing.
Lieutenant Mullins reported that in 2009, the Special Enforcement Unit (SEU) focused on
active gang members and the seizure of illegal firearms. In September 2009, a months-
long investigation ended with the indictment of Kerry "K-9" Hastings for the murders of
Leonard Banks in 2006, Earnest Kerr in 2007, and Anthony Daniels in 2009. SEU seized 211
firearms in 2009, which is up 27% from 2008. Arrest numbers remain steady at over 1,800.
Sixteen of the City's murders were gang-related. The year ended with 53 gang-related
shootings, which was down 60 since 2008.
The Police Department is currently working in partnership with KGET-17 to produce public
service announcements that emphasize the effects of gang activity and the community-
base organizations that are here to help. Committee Chair Irma Carson asked if the
department was aware of any stimulus money focused on gang suppression. Lieutenant
Mullins responded that the department recently applied for the 2010 CaIGRIP Grant and
hope to receive a response by mid-March. Chief Williamson stated that one ARRA
funded police officer was hired. The other 16 positions needed are in process.

B. Report on Kern County Probation Activities - Chief Probation Officer Kuge 12:08:50 PM
Robert Kilgore of Kern County Probation reported that previous budget cuts resulted in
the loss of 15 full-time staff. If the expected loss of 20% of the General Fund occurs this
budget year, the department may lose up to 30 full-time staff. However, a new officer
was assigned to KNET. Lieutenant Mullins added that Bakersfield Police is working with
County Probation on a grant received two years ago for a GPS monitoring program for
felony probationers.
6. NEW BUSINESS
A. Discussion and Committee Recommendation Regarding Adoption of the 2010
Committee Meeting Schedule - Stinson 12:13:36 PM
Calendar was adopted as submitted with the understanding that no Committee
meetings will be held the same month as the Joint City/County Standing Committee to
Combat Gang Violence. Committee member Sue Benham stated that she will not be
available for any Committee meetings held in the month of August.
7. COMMITTEE COMMENTS 12:15:18 PM
Stephanie Campbell reported that the Charrette Committee, in partnership with Faith in
Action and Stop the Violence, is having an asset mapping on Tuesday, January 26, 2010
at 6:00 p.m. in the Martin Luther King, Jr. Community Center. Dinner will be provided.
Committee Chair Carson asked that the information be provided to staff to distribute.
Tamira Lopez of Garden Pathways announced that Garden Pathways is recognizing
National Mentoring Month. Ms. Lopez asked the Committee to visit the Garden Pathways
Face Book Page and submit a comment about a person who has impacted their lives.
Ms. Lopez concluded that Garden Pathways has helped over 775 individuals in 2009.
