ADOPTION OF JANUARY 21, 2010 AGENDA SUMMARY REPORT 11 :58:17 PM Adopted as submitted. 3. PUBLIC STATEMENTS 12:17:36 PM Marvin Dean announced he is running for Council in Ward 1 . Mr. Dean expressed concerns regarding break-ins and the danger to the elderly population. Mr. Dean is requesting the assistance of the Committee to plan, send notifications and secure a location to host the Southeast Bakersfield Community Disaster Personal Preparedness Fair. The proposed site is Martin Luther King Park (MLK). Committee Chair Carson asked Economic and Community Development Director Donna Kunz to locate funding to help pay for the reservation at MLK for a three-hour workshop. Mr. Dean also announced there will be a Construction Boot Camp recruitment and a Section-3 Economic Opportunity Workshop on April 28, 2010. 4. DEFERRED BUSINESS A. Update regarding Gang and Graffiti Enforcement- Police Chief Williamson 1 1:58:24 PM Police Chief Greg Williamson reported that violent crimes are down 10%. Property crimes are down 4%. Overall, the crime index is even with the previous year. Lieutenant Joe Mullins reported that the number of gang-related shootings are approximately the same number as last year. There was one gang-related homicide in the City this year. The Department is involved in the first steps towards implementation of the Safe Streets Partnerships with various agencies and organizations. The most significant meetings have been with the Probation and Sheriff's Departments, both of which have been supportive in the efforts. For the first phase of the project, the Department will partner with Cal State Bakersfield to develop a report to analyze crime statistics. B. Report on Kern County Probation Activities - Chief Probation Officer Kuge 12:01 :36 PM Susan Lerude of Kern County Probation provided a brief report on the status of various probation activities and programs. 5. NEW BUSINESS A. Presentation by the African American Coalition 12:03:15 PM Bernard Anthony of the African American Coalition (AAC) is working with local law enforcement and other community organizations to address the gang issues. The AAC meets once a month as a networking organization to share events, goals and directions. Mr. Anthony added that Lt. Advisory member Stephanie Campbell stated that the organizations biggest concern is program cuts that will affect employment for the youth this summer. Chief Williamson advised that Bakersfield Police Activities League will have summer activities this year. A meal program will also be available. 6. COMMITTEE COMMENTS 12:20:10 PM 7.
