A RESOLUTION DETERMINING THAT A COMPATABLE
RADIO SYSTEM AND POWER SYSTEM UPGRADE FOR
THE BAKERSFIELD POLICE DEPARTMENT'S REMOTEC
F6A BOMB ROBOT CANNOT BE REASONABLY
OBTAINED THROUGH THE USUAL BIDDING
PROCEDURES AND AUTHORIZING THE FINANCE
DIRECTOR TO DISPENSE WITH BIDDING THEREFORE
AND PURCHASE ONE RADIO SYSTEM AND POWER
SYSTEM UPGRADE FROM REMOTEC, INC., NOT TO
EXCEED $74,200.00.
WHEREAS, the Bakersfield Police Department (BPD) owns and utilizes a Remotec F6A
bomb response robot to respond safely to bomb threats and bomb disposal scenarios; and
WHEREAS, the current radio control / power system is in need of an upgrade to permit
Bomb Technicians to operate the bomb robot without limitations due to distance, weather,
or barriers; and
WHEREAS, the upgrade will enhance the overall safety to the responding Bomb
Technician's along with other first responders and the general public; and
WHEREAS, any enhancement to the BPD'S bomb robot must be completely
compatible with the existing Remotec technology in the robot and in the Bomb Squad
response vehicle; and
WHEREAS, Remotec, Inc. is the sole manufacturer/ distributor of radio equipment
specifically designed for the Remotec F6A bomb response robW and
WHEREAS, the Bakersfield Police Department has received grant funding from the
FY2008 State Homeland Security Grant Program to purchase the radio control and power
system upgrade for the bomb robot under the Kern Op Area Law Enforcement Bomb Squad
IED Response project
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as follows:
1. The above recitals are true and correct and incorporated herein by reference.
2. The work, supplies, equipment or materials can only be reasonably obtained
from one vendor because of restricted availability of such work, supplies,
equipment or materials.
3. The Finance Director is authorized to dispense with bidding in accordance
with Section 3.20.060 of the Bakersfield Municipal Code.
4. The expenditure of funds for said work, supplies, equipment or materials shall
not exceed Seventy Four ThousandTwo Hundred Dollars ($74,200.00).
