RESOLUTION APPROVING GENERAL PLAN AMENDMENT NO.
10-0334, A TEXT AMENDMENT TO THE CIRCULATION ELEMENT
OF THE METROPOLITAN BAKERSFIELD GENERAL PLAN.
WHEREAS, the Planning Commission for the City of Bakersfield in accordance with the
provisions of Section 65353 of the Government Code, held a public hearing on THURSDAY,
September 16, 2010, on General Plan Amendment 10-0334 of a proposed amendment to
the Circulation Element of the Metropolitan Bakersfield General Plan relative to Freeways,
notice of the time and place of public hearing having been given at least ten (10) calendar
days before said hearing by publication in The Bakersfield Californian on an 1 /8 page
advertisement, a local newspaper of general circulation in accordance with State Law; and
WHEREAS, General Plan Amendment 10-0334, a text amendment to the Circulation
Element of the Metropolitan Bakersfield General Plan, is as follows:
GENERAL PLAN AMENDMENT NO. 10-0334:
The City Public Works Department for the City of Bakersfield applied to amendment
text to the Circulation Element of the Metropolitan Bakersfield General Plan relating
to Freeways as shown in attached Exhibit "A"; and
WHEREAS, for the above-described segment, staff determined that the proposed
project is exempt from the provisions of the California Environmental Quality Act (CEQA),
pursuant to Section 15061(b) (3) of the State CEQA Guidelines, and a Notice of Exemption
was prepared on August 27, 2010, in accordance with CEQA, to be posted following
Council approval; and
WHEREAS, by Resolution No. 033-10 on September 16, 2010, the Planning Commission
recommended approval and adoption of General Plan Amendment No. 10-0334,
constituting the text amendment contained in Exhibit "A", and this Council has fully
considered the findings made by the Planning Commission as set forth in that Resolution;
and
WHEREAS, the Council of the City of Bakersfield, in accordance with the provisions of
Section 65355 of the Government Code, conducted and held a public hearing on
Wednesday, October 13, 2010, on General Plan Amendment No. 10-0334, notice of time
and place of the hearing been given at least ten (10) calendar days before the hearing by
publication in The Bakersfield Californian on an 1 /8 page advertisement, a local newspaper
of general circulation in accordance with State Law; and
WHEREAS, the laws and regulations relating to the preparation and adoption of
Notice of Exemptions as set forth in CEQA, the State CEQA Guidelines, and the City of
Bakersfield's CEQA Implementation Procedures have been duly followed by city staff, the
Planning Commission and this Council; and

The above recitals and findings are true and correct.
2. The provisions of CEQA have been followed.
3. The proposal is consistent with applicable general policies of the Metropolitan
General Plan.
4. The public necessity, general welfare and good planning practices justify the
amendment to the Circulation Element of the Metropolitan Bakersfield
General Plan.
NOW, THEREFORE, IT IS HEREBY FOUND AND RESOLVED as follows:
1. The above recitals and findings incorporated herein by reference are true
and correct.
2. The report of the Planning Commission, including maps and all reports and
papers relevant thereto, transmitted by the Secretary of the Planning
Commission to the City Council, is hereby received, accepted and approved.
3. The City Council hereby approves and adopts General Plan Amendment No.
10-0334, constituting changes as shown on Exhibit "A", attached hereto and
incorporated as though fully set forth, to amend certain text of the Circulation
Element, Freeways subsection and renaming the future freeways into the
Bakersfield Beltway System.
4. That General Plan Amendment No. 10-0334, approved herein, be combined
with other approved General Plan Amendment cases in this same cycle
described in separate resolutions, to form a single Amendment to the
Metropolitan Bakersfield General Plan.

FREEWAYS
BAKERSFIELD BELTWAY SYSTEM
The primary element in the Planning for Metropolitan Bakersfield freeways and
expressways is the Bakersfield Beltway System. This System of freeways and
expressways would be built-out over many years and ultimately consist of five new
freeways: the Route 58 Connector Freeway the Westside Parkway freeway (together
these freeways make uP the Centennial Corridor) the West Beltway freeway, the South
Beltway freeway and the North Beltway freeway. Some of these facilities may initially
be built as expressways and then upgraded to freeways in the future.
. The Route 58 Connector portion of the Bakersfield Beltway
System extends from Route 58 east of Route 99, west to the easterly terminus of the
Westside Parkway. The Westside Parkway, extends west from Truxtun Avenue iust west
of ' Route 99 across and then more or
less parallels the Kern River on the north side. The
Westside Parkway
freeway would connect into Stockdale Highway near Heath Road. el~esl -

these two freeways make uP the Centennial Corridor.
The Centennial Corridor would provide necessary
capacity for east-west travel and relieve congestion on Route 58 (Rosedale Highway).

routes. It would also Provide for regional and interstate east-west goods movement
through the metropolitan area Subsequent Phases of the Centennial Corridor would
extend a freeway west from the westerly terminus of the Westside Parkway, which would
complete a Route 58 freeway link to Interstate 5 for local regional and interstate traffic..
However, while this segment is part of the Bakersfield Beltway System, development in
the plannina area would not necessitate the actual construction of this segment of the
Centennial Corridor as a freeway through the General Plan horizon year. the
The Centennial Corridor will serve an immediate need as a reaional and interregional
connector until future demands reauire construction of the South Beltway, about seven
miles to the south The South Beltway extends from Route 178, south across Route 58.
around southeast Bakersfield and west to Interstate 5 south of Taft Hichwav. This
corridor represents the completion of a freeway/expressway ring around Bakersfield,
which would aid local circulation But further, it provides a bypass of the Centennial
Corridor (Route 58) throuah the city for regional and interstate trips, as the Centennial ~~AKFti

Corridor through the center of the metropolitan area may over time become congested
with local traffic. The South Beltway, combined with the Centennial Corridor, will
Ultimately accommodate the needed east-west freeway routes for regional and
interstate traffic through the metropolitan area.
The West Beltway would ultimately link Route 99 with Interstate 5, passing through the
western portion of the planning area. The city and county have both adopted
portions of the alignment for the West Beltway. This freeway would provide a bypass to
Route 99, which would otherwise be overburdened, and would provide an important
link across the Kern River from southwest Bakersfield to the Westside Parkway. The
Centennial Corridor combined with the north-
south coursing West Beltway will be necessary to support the
land use element.
The North Beltway will provide another east-west connection in the northern part of the
planning area This facility would initially be built as an expressway and would be
orimarily for orovidina access for the area to Route 99 and Interstate 5.
OTHER FREEWAYS
Other future freeway corridors are also shown in conceptual form on the Circulation
Plan map. These are general areas where freeways will be needed in the future but
need not be constructed by 2020. The corridors are important to show as an aid to
right-of-way preservation. If permanent structures could be avoided in these corridors,
future freeway construction would be simpler and less expensive.
. The first corridor is the short segment of
Route 204 from Route 58 to "F" Street that presently exists as an arterial street. With
continued development of the Central Valley north of Bakersfield, this segment may
eventually need to be upgraded to a freeway.
The second corridor
is the Crosstown Freeway, which would extend
from Route 178 near Baker Street,
around the south side of downtown Bakersfield across Route 99 to the Centennial
Corridor. This freeway was recommended by the Route 178 Corridor Study, prepared
jointly by Kern COG the City of Bakersfield,_ and Caltrans.
Upgrading existing freeways will also be necessary. These include the widening of
Route 178 from Fairfax Road to Alfred Harrell Highway, and widening g+g#way Route 58
between y Route 99 and Cottonwood Road. These improvements would
eliminate areas of spot congestion.
