E. CONSENT CALENDAR- PUBLIC HEARING ITEMS
1 Wall and Landscaping Design Policies for Parkway and REMOVED
Median Islands (Item F.2) FROM
CONSENT
Public Hearing open, no one from the public spoke. Item EA was
removed from the consent calendar by Commissioner Tragish.
No other Commissioners requested to remove an item. Public
Hearing closed.

F. PUBLIC HEARINGS
1 . Zone Change No. 10-0395 and Planned Development
Review No. 10-0461

Public Hearing open, staff report given with references to
two memoranda regarding revision to signs and traffic
conditions. Glen Kincaid spoke in favor of staff's
recommendation. No one spoke against staff's
recommendation. Commissioner Haddock spoke in favor :
of the project. Commissioner Tragish asked questions
about the wall height and landscape setback. Planning
Director Jim Eggert replied the condition could be revised
to clarify the setback measurements. Commissioner
Kirschenmann asked if the height of the wall could
change from 7 feet to 8 feet. Commissioner Tragish
agreed with an 8-foot wall height change and revision to
setback language as provided by the Planning Director.
He also had questions regarding placement of parking
stalls in the front and rear, and C-2 zoning uses.
Commissioner Stanley questioned parking, setbacks,
fence height, and grade. He also supported an 8-foot
high fence. Public hearing closed.
Commissioner Tragish moved, seconded by APPROVED
Commissioner Tkac to approve Items Fl.a & b. Item F.1 b.
(Planned Development Review No 10-0461) included ;
reference to the two memoranda from the Planning
Director and Traffic Engineer dated October 21, 2010
regarding signs and traffic, respectively; increasing the
wall height to 8 feet; and measuring the 15-foot wide
landscape setback from the back of the sidewalk.
2. Wall and Landscaping Design Policies for Parkways and RES NO 44-10
Median Islands
Public Hearing open, staff report given. No one spoke for
or against the staff recommendation. Commissioner
Tragish requested an overview of the policy changes.
Commissioner Kirschenmann asked for clarification about
some of the changes being made. Public Hearing closed.
Commissioner Tragish moved, seconded by ' APPROVED
Commissioner Strong to approve the Wall and I
Landscaping Design Policies.

G. COMMUNICATIONS
None
H. COMMISSION COMMENTS
Commissioner Haddock commented on the students in the
audience and asked if any student wished to make any
comments about their class or of the meeting. Commissioner
Kirschenmann introduced Jordan Green a student at Cal State
Bakersfield enrolled in a political science class.
I. ADJOURNMENT
There being no further business, Chair Stanley adjourned the
meeting at 6:41 p.m.
