Minutes of the August 18, 2010 special meeting. b. Approval of department payments from August 6, 2010 to October 1, 2010 in the amount of $4,916,180.85. C. Seventy (70) Units of multifamily affordable housing at 1401 "S" Street. ACTION TAKEN REMOVED FOR SEPARATE DISCUSSION REMOVED FOR SEPARATE DISCUSSION 1) Amendment No. 3 to Agreement No. RA08-015 between the Bakersfield Redevelopment Agency and CIC South Mill Creek, L.P. for the project. 2) Agreement with U.S. Bank National Association and CIC South Mill Creek, L.P. for the project. d. Agreement with Wallace and Smith General REMOVED FOR Contractor (in the amount of $2,741,552) for the SEPARATE DISCUSSION construction of the South Mill Creek streets, utilities, sidewalks and landscaping located in the Southeast Redevelopment Project Area. Motion by Prince, seconded by Odiz, to approve Consent APPROVED Calendar items 3.a. with the removal of item 3.b., 3.c. and AB BENTLEY 3.d. for separate discussion. 353 - Bakersfield, California, October 11, 2010- Page 2 3. ED/CD Director Kunz responded to the questions. Motion by Prince, seconded by Pickett, to approve item 3.b. APPROVED AB BENTLEY C. Staff report given by ED/CD Director Kunz. b. Update status of Mill Creek Project. Staff report given by ED/CD Director Kunz. Agency members Knapp, Prince and Ordiz asked questions. ED/CD Director Kunz and City Manager Tandy responded. C. Redevelopment Update. Staff report given by ED/CD Director Kunz. Staff presented a memorandum regarding this item. d. Bakersfield Redevelopment Agency Hiring Practices on Redevelopment Projects with Consideration of Various Funding Sources. Staff report given by Deputy City Attorney Josh Rudnick. Agency member Ordiz asked questions and ED/CD Director Kunz and Assistant ED/CD Director Barnhard responded. 6. DEFERRED BUSINESS None 7. NEW BUSINESS None 8. AGENCY STATEMENTS Agency Member Prince thanked staff for a good report. Agency Member Knapp commented on the Prop 1 C money and wanted to confirm it was all committed. ED/CD Director Kunz responded that all monies had been committed when the grant was submitted. City Manager Tandy and Asst. ED/CD Director Bamhard added additional comments. Agency Member Koman asked for clarification on the Friendship Gardens. City Manager Tandy explained the Gardens will be true authentic Japanese and Chinese Gardens, honoring our Sister Cities. He added it will be something to browse and enjoy at Mill Creek and will be maintained by Rec & Park. ED/CD Director Kunz added they will bring designs to the next meeting. ACTION TAKEN 3 5 5 - Bakersfield, California, October 11, 2010- Page 4 8. AGENCY STATEMENTS Cont. Agency Knapp commented on State Budget approval and questioned how it will impact redevelopment. City Manager Tandy responded that the City missed short term damages, no major takes from redevelopment right now. Bad news, they didn't fix the problem and the state will probably come back to the table in another 6-8 months. 9. CLOSED SESSION None 10. WORKSHOP None 11.
