reviewed the facts and circumstances surrounding the officer involved shooting which occurred on 11/28/10, at 1037 Meredith Drive. The Review Board concluded that the shots fired by
Officers Christopher Messick and Robert Woods were within department policy and within state and federal guidelines. The Review Board consisted of Assistant Chief Lyle Martin, Captain
Robert Bivens, Captain Joe Bianco and Captain Mike Payne. Police Chief Greg Williamson reviewed the investigation and concurred with the Review Board’s findings. Follow up Release November
28, 2010 On 11/28/10, at about 8:40 p.m., Bakersfield Police arrested two suspects related to the shooting at Bakersfield Police Officers Messick and Woods this morning at 1037 Meredith
Drive. David Sebastian Rosas 23 and a 17 year old male were detained at the scene this morning immediately following the shooting. Further investigation throughout the day revealed that
both suspects were involved in an altercation with other adult males at the residence during which a shot was fired by Rosas. This altercation prompted the police response. When the
officers arrived, both Rosas and the juvenile heard noises outside the fence in the alley and went into the back yard to confront whoever was there, at which time, Rosas fired at the
officers through the fence. Rosas and the juvenile fled back into the house and together hid the firearm, which was later recovered by police. Rosas and the juvenile were arrested for
attempted murder, assault with a deadly weapon, conspiracy and weapons charges. Rosas was additionally held on a parole violation. Original Release November 28, 2010 On 11/28/10, at
about 4:00 a.m., Bakersfield Police officers responded to a report of subjects fighting and gunshots heard at 1037 Meredith Drive. Upon their arrival, partnered Officers Christopher
Messick and Robert Woods approached the rear yard of the residence from the south alley of Meredith Drive while additional officers approached the front of the residence. As Officer
Messick and Officer Woods reached the fence line at the southwest corner of the yard; an unidentified suspect in the backyard shot at the officers multiple times, one round striking
Officer Messick in the right leg. Both Officer Messick and Officer Woods returned fire. As additional assisting units arrived, potential suspects and partygoers were detained for questioning.
None of the individuals detained were struck by gunfire. Additional Bakersfield Police officers as well as Kern County Sheriff’s deputies conducted an extensive yard to yard search for
additional suspects and or witnesses for several hours after the shooting; however, none were located. Officer Messick was treated for a through and through gunshot wound to the leg
and released. Both officers will be placed on routine administrative leave. The investigation is continuing.
