A RESOLUTION DISPENSING WITH THE FORMAL
BIDDING PROCEDURES FOR COMPLETION OF
PROTO II BLOCK WALL ON PANORAMA DRIVE
BETWEEN MASTERSON AVENUE AND
VINELAND STREET NOT TO EXCEED $130,000
DOLLARS.
WHEREAS, a section of the Proto II wall on Panorama Drive collapsed; and
WHEREAS, examination of the remaining Proto II wall on Panorama Drive
revealed areas of incompletion; and
WHEREAS, Installation of Proto II wall systems are specialized construction
which requires a certified installer; and
WHEREAS, informal bids were solicited from two certified installers of Proto II
wall systems after these contractors examined; and
WHEREAS, Parsam Construction Inc. is a certified installer of Proto II wall
systems and has submitted a proposal to the City of Bakersfield to complete the
Proto II wall on a time and materials basis not to exceed One Hundred Thirty
Thousand Dollars ($130,000); and
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Bakersfield as
follows:
1. The above recitals are true and correct and incorporated herein by
reference.
2. City Council hereby determines that based on the above recitals, the
extent of the necessarywork cannot be fully determined and therefore needs to be
done on a time and materials basis, thereby allowing the dispensing of formal
bidding requirements as set forth in Section 136 of the City Charter and Section
3.20.060 of the Bakersfield Municipal Code.
3. The Finance Director is authorized to dispense with bidding in
accordance with Section 3.20.060 of the Bakersfield Municipal Code.
