MEETING OF SEPTEMBER 13, 1995
WORKSHOP - 5:15 P.M. - Council Chambers, City Hall

1. ROLL CALL ACTION TAKEN
Present: Mayor Price, Councilmembers DeMond,
Carson, Smith (seated at 5:25),
McDermott, Rowles (seated at 5:30),

2. DOWNTOWN STREETSCAPE.
Economic Development Director Wager provided
information on design standards and
distributed bound material entitled, "Chester
Avenue Streetscape Master Plan - Downtown
City of Bakersfield"; and requested Council
support for a Resolution being placed on the
October 11, 1995 Agenda.
Motion by McDermott to add Closed Session APPROVED
Item 1. that arose after the Agenda was
posted and requires action this evening.
3. WARD REAPPORTIONMENT.
City Manager Tandy requested Council
instruction to move forward. Development
Services Director Hardisty presented the
latest changes requested by Council and asked
for other alternative requests.
Discussion of further changes to ward
reapportionment took place.

3. Motion by McDermott leave the areas NAT
north of Wilson Road (Precincts 457, 455
and 408) in Ward 6; place the area
between White Lane and Planz Road
(Precincts 228W and 213) in Ward 7; and
place Precinct 450 from Ward 7 to Ward 6
and use these changes as the "baseline".
Amended motion by Rowles to move NAT
Precincts 351 and 403 back in Ward 5.
Motion by McDermott leave the areas APPROVED
north of Wilson Road (Precincts 457, 455
and 408) in Ward 6; place the area
between White Lane and Planz Road
(Precincts 228 and 213) in Ward 7; place
Precinct 450 from Ward 7 to Ward 6;
place Precincts 351 and 403 back in Ward
5; and use these changes as the
"baseline mapm.
Motion by DeMond to place the mbaseline APPROVED
mapm on the September 27, 1995 agenda NS ROWLES
for action. SULLIVAN
Motion by DeMond to recess to Closed APPROVED

5. PRESENTATIONS
a. Presentation by Mike DeMario, Division
Manager, P.G.& E., presented a corporate
donation of $10,000 for the Bakersfield
Envirotech Incubator.
b. Presentation by Mayor Price of
proclamation to Bakersfield Fire Chief
Mike Kelly, proclaiming September 18 -
24, 1995 as "Pollution Prevention Week".
6. PUBLIC STATEMENTS
a. The following individuals spoke
regarding the proposed stadium:
Stuart Gentry and Pam Binns.
Salvaggio requested a copy of Ms. Binns
statement.
7. APPOINTMENTS
a. One (1) appointment to the Central
District Development Agency due to the
resignation of Phillip Gaskill, term
expiring April 22, 1999.
Mayor Price nominated Evelyn M. Jenkins.

Motion by DeMond to appoint Evelyn M. APPROVED
Jenkins, term to expire April 22, 1999.

Mayor Price announced this is the first
of two hearings to be held on this
issue, with no action required tonight.
A protest hearing will be held September
27, 1995.

City Manager Tandy provided information
on options regarding a proposed stadium,
presented a slide presentation, distri-
buted written material; and requested
Council achieve a decision whether to
pursue this project.

Bakersfield Municipal Code and Zoning
Map No. 123-07 by changing the zoning
from Limited Multiple Family Dwelling to
One Family Dwelling on 7.47 acres; and

located between Old River Road, Ming
Avenue, White Lane and Buena Vista Road.

of Kern agreeing to a Master Tax Split
and cooperating on service duplication
issues.

13. COUNCIL STATEMENTS
Salvaggio requested Public Works move rapidly
on the sewer for Panama No. 10 Annexation.
Salvaggio requested Police Chief Brummer
follow up on the request to Lt. Darby
regarding traffic problems at Claire and
O'Neill.
Salvaggio thanked Lt. Darby for his help
along Pacheco Road regarding illegal parking
of commercial vehicles.

Salvaggio requested street resurfacing at the
intersection of E1 Caballo Road and Mesa
Grande.
Smith requested Police Chief Brummer monitor
speeding on Christmas Tree Lane near the High
School.
Smith requested the shopping area on the east
side of Bakersfield College be patrolled for
graffiti.
Smith requested the City Attorney office
examine City dust regulations for the dust or
dirt removal problem at Fairfax near the
Royal Coach Estates.
McDermott requested his referral regarding
fire access at Quailwood be responded to.
McDermott stated his concern on the traffic
situation at Calloway and Hageman.
DeMond requested radar on Monterey Street
residential area.
DeMond requested Economic Development
Director look into working with Bakersfield
College on the graffiti problem at the
shopping center on the east side of the
college.
DeMond stated concerns of abandoned
properties and buildings.
Rowles directed staff to notice the October
25th Council Meeting as commencing at 5:15
p.m. instead of 7:00 p.m.
Rowles alluded to correspondence received
from the property management company
responsible for Kern City requesting the
alley behind Sunny Palms Avenue be paved.

Rowles announced Legislative & Litigation
Committee has scheduled a series of special
meetings for the purpose of incorporating
Council comments on the League of California
Cities resolutions.
Rowles requested Public Works provide an
update (one-page synopsis) on the drainage
study on Westwood Estates.
Rowles requested an update on the Convention
Center HVAC.
Rowles mentioned the Chester Avenue Street-
scape and concerns regarding the signs and
banners regulations governed by city
ordinance.
Rowles commented on the baseball proposal and
the response and lack of support from County
of Kern.
