Collection of Fees -Williamson /Bianco Police Captain Bianco reported that the Bakersfield Police Department responds to many alarms, 97% of which are false alarms. At the direction
of the Committee, staff met with the alarm companies to explain the proposed changes and to get their input. Outsourcing collection of the fees is being researched. Staff is also reviewing
changes to the Municipal Code to bring better accountability to the alarm installation and monitoring companies. A follow up meeting with the alarm companies will be held, and staff
will report back to the b. Update regarding Retail Permits for Tobacco -Teglia/Rudnick. Assistant to the City Manager Teglia reported that if a revised ordinance is adopted, there will
be a new fee of $1 65.00 per retailer. The fee is to encourage responsible tobacco retailing, and discourage violations of laws. Staff met with the County on several occasions, and if
the City was to adopt the ordinance, the County has indicated that their staff would be in a position to fully administer the program. The passage of Proposition 26 may affect this issue,
